BELIEVES that the lifting of such regulations would be highly beneficial to international and regional markets, aswell as keeping the consumer the primary goal in mind. Such free trade will allow fair competition in regional, national and international markets.

OBSERVES that such action would make markets national and international fairer in terms of competition which will lead to better standards, quality and prices for the consumer.

DECLARES that all regulations imposed on businesses are restricted to the welfare of its employees and that trade between seperate parties is unintervened unless it goes against said articles.

Really? This crap again?

You know, while I abhor genital mutilation in all its forms Male and Female, I see no reason to repeal 141. Quite frankly it is really easy to wank around because 141 only states that member states have to permit the practice--not that they have to make it easy.

For example the easiest wank around it is to simply state, like my nation would, that male circumcision is considered to be so disgusting that even if it were permitted no sane male would get one. Also it leaves it up to the states as to whether or not it is required that the person be an adult.

In my WA Mission, which is the only nation that observes 141 out of necessity--the Star Empire itself is outside the WA and just ignores whatever laws it doesn't like--actually requires that prior to a male circumcision the person must be an adult, already have had at least two children, and pass a psychological evaluation, and pay for the circumcision using a form of currency besides the labor credit. Since all other currencies are banned and importation of those currencies is punishable by execution, and the MCL is not convertible, that pretty much prohibits the practice.

While I wish that 141 didn't exist, it is sovereignty friendly enough to make me fear whatever would replace it.

Further believing that the more rigorous examination of evidence seen in a fair trial will lead to fewer innocent people being unfairly punished.

Hereby mandates that all WA member nations guarantee a fair trial to anyone facing prosecution in their territory, in accordance with the following requirements:

Article 1- That the accused be seen as innocent until proven guilty beyond all reasonable doubt, thus placing the onus of proof on the prosecuting authority.

Article 2- That the defendant be given the right to present his case or to be represented by a person of his choosing.

Article 3- That the evidence shall be considered by an impartial jury of the accused peers and presided over by a judge with knowledge of the laws being applied and the requirements for a trial.

Article 4- That all persons shall have the right to remain silent when questioned, and exercising this right shall not be used as evidence against them in court.

Article 5- That information and testimony may not be extracted under duress or using any form of physical or psychological torture.

Article 6- That the defendant shall have the right to question any witness who provides evidence.

Description: ACKNOWLEDGING that one of its roles is to promote world peace;

The World Assembly,

BELIEVES that:
- It is a right of any Member Nation that is uninvolved in a said war to make a formal claim of Neutrality, and;
- A Neutral Nation must be protected from Belligerent Nations, provided that they observe obligations to justify its neutrality.

DEFINES, for the purpose of this Resolution:
- War as a armed conflict between two or more Nations;
- A Neutral Nation as a nation that has formally declared itself neutral before the World Assembly with regard to a specific state of war or hostility existing between two or more other nations, and;
- A Belligerent Nation as a nation that is currently involved in said war or a nation that is supporting the armed forces of an existing Belligerent Nation.

1. MANDATES that Neutral Nations may not:
a) Harbour, aid or provide for armed forces of any Belligerent Nation or its military allies, including but not limited to: Air, Naval or Territorial Forces (but see §4);
b) Actively or covertly act to assist or support any armed forces or agents of an active Belligerent Nation or its military allies, through force or other means of supporting military action;
c) Conspire to influence the outcome of the said war regardless of the level of secrecy, except where efforts are made to mediate or negotiate a truce or peaceful end to the conflict;

2. MANDATES that Belligerent Nations may not:
a) Invade or occupy a Neutral Nation during the said war, unless the World Assembly is convinced that doing so will actually improve world peace.
b) Exploit a Neutral Nation for the internment of Prisoners of War, treatment of wounded, storage of dead personnel or other war-related activity without explicit and mutual consent of all involved parties;
c) Enter a Neutral Nation to resource supplies for military operations, such as weapons, personnel, armaments or agents, or;
d) Act in any other way that may threaten the neutrality of a Neutral Nation.

3. MANDATES that Neutral Nations may not, for the duration of the war in question:
a) Directly or indirectly engage in trade or exchanges, of any kind of military supplies: goods, weapons, agents, equipment and personnel with Belligerent Nations, and;
b) Acquire goods, domestic or military, obtained by Belligerent Nations through military operations.

4. CONSIDERS the status of neutrality to be invalid:
- If any part of §1 or §3 is knowingly and deliberately violated;
- If a nation wishes to end its status of neutrality at any time, or;
- If the war which neutrality is sanctioned on ceases to exist and the WA is satisfied that a similar conflict will not break out for a sensible period of time.

5. RECOGNIZES the right of neutral nations to allow Non-Governmental Organizations (NGOs) to operate from, travel through or stage in their territory, for the purpose of delivering Relief Aid to civilian populations and the military wounded, but recommends that casualties receiving humanitarian aid should not be returned to the Belligerent Nation until after the war.

EMPHASIZES that a Neutral Nation may at their discretion, adapt any of the measures above where appropriate to protect themselves from Belligerent Nations outside the scope of the World Assembly, involving but not limited to: Diplomatic efforts and sanctions, or economic/trade sanctions.

APPLAUDS Nations that avoid armed conflicts for the purpose of world peace.

Wasn't the original "Neutrality of Nations" repealed a while back? Why do we now require an even more poorly written successor to it? Why do we require WA permission to state that "If you are not involved in a war, then you are neutral".

AND FURTHER NOTICING that these topics never come to a firm resolution of the thing they were created to debate about,

REALIZING that such activity puts stress and strain on the forum mods, who must patrol such threads for trolls, flamers, and their ilk, as well as the NationStates servers, which must contain each separate thread,

HEREBY MANDATES that all threads should be reviewed and those containing the characteristic hallmarks of a never ending debate thread should be transferred to a sticky megathread in a separate "Endless Arguments" sub-forum, so that the threads which have the greatest tendency for misbehavior should be kept under constant surveillance.

ALSO RESOLVED, If people attempt to circumvent the system by making their own threads on these topics, such threads should be locked by the mods upon creation. The user shall be warned for trolling and directed via hyperlink to the appropriate megathread.

Description: Allow all university level students to obtain any needed travel documents that will allow them to travel, at a large discount, to and from any university belonging to a WA member nation. This will open up many more educational opportunities to students from all walks of life. This will allow students to choose the perfect school for their education career.
All students will need to undergo security background checks before being allowed to have this visa as it will essentially let university students travel to and from any WA member nation without limits or lengths of stay so long as they are registered full time university students.
As added incentive, any students who obtain and maintain a 4.0 GPA will be allowed travel vouchers worth a 90% discount on all WA member nation transportation services.
