Description: RECOGNIZING that throughout history all human progress has taken advantage of technological advances;

WHEREAS, today the field of information technology is a fundamental part of many economies of the nations of the world;

CONSIDERING FURTHER the many benefits associated with the use of information technology help to improve the lives of the inhabitants of nations;

ACKNOWLEDGING information technologies are a valuable tool for the development of nations in all aspects;

NOTING that it is necessary for the benefits that information technology be extended to the entire population, which is under an international commitment to the cause, this being possible only through the World Assembly;

INTENDING the world to recognize and support the development and implementation of information technology for the welfare of the world;

The World Assembly,

1. RECOMMENDS the nations of the world to establish national policies to develop and implement information technologies, according to the model and development plans that guide each nation,

2. RECOGNIZES the need to support innovation in information technology, therefore the World Assembly expresses its intention to establish an international forum for cooperation in information technology, in which public and private sectors, governments and society in general share effective strategies to develop, implement and maintain information technologies in a sustainable way,

Repeal "Freedom of Marriage Act"

Description: WA General Assembly Resolution #15: Freedom of Marriage Act (Category: Human Rights; Strength: Significant) shall be struck out and rendered null and void.

Argument: RECOGNIZING the theocratic type of government and the fact the a such type government may, by religious beliefs, oppose certain types of marriage unions between persons.

RECOGNIZING that the World Assembly does not have the right to interfere in the internal affairs of a sovereign nation unless those internal affairs should affect another nation.

ESTABLISHIING that the World Assembly shall not support, defend, promote, or encourage any one religion neither shall the World Assembly pass legislation advocating a religion.

UNDERSTANDING that it is the perogative of the sovereign government to issue marriage license/certificates.

UNDERSTANDING that religous beliefs of a state religion may oppose the union of certain persons.

HEREBY repeals the Freedom of Marriage Act on grounds of discrimination toward state religions, theocratic governments, and the sovereignity of a independant states.

HOWEVER the World Assembly does encourage states to not discriminate against persons seeking marriage certificates/license/ect. due to religious beliefs, sex, sexual orientation, race, creed, and/or defect.

The last line seems to try and legislate within a repeal.

RAINFOREST PRESERVATION

A resolution to increase the quality of the world's environment, at the expense of industry.

Description: RECOGNIZING- The worlds forest population could be depleted within the next century if measures are not taken to protect our most precious source of oxygen.

REALIZING- Without rainforests not only would we be severely deprived of oxygen, but thousands of species of animals would go extinct.

OUTRAGED- That paper companies continuously use third world countries, then leave them with no reimbursement.

ACKNOWLEDGING- That many countries depend on lumber as a major source of trade, and would fall into a deep decline if this resource was banned.

COMMENDING- Lumber companies that abide by moral guidelines that go above and beyond.

RECOMMENDING- That Lumber companies be held to stricter guidelines, and proposing a three strike process.

BELOW ARE THE REQUIRED GUIDELINES.

GUIDLINE # 1- All lumber companies must register with the world assembly before breaking ground.

GUIDLINE # 2- All lumber companies must file report every six months describing the amount harvested, species effected, and an approx time it will take for the depleted lumber to return to its former numbers.

GUIDLINE # 3- All lumber companies must designate a dept to replant ALL lumber that was harvested, and it must be able to sustain wildlife.

GUIDLINE # 4- No company shall harvest lumber in a nation OR region without the expressed permission of the government in question.

GUIDLINE # 5- All lumber companies must submit a written proposal to the world assembly before harvesting in a country with less than 50 million citizens, to prevent lumber companies from taking advantage of third-world countries.

FIRST VIOLATION- 1/3 of the yearly profits will donated wildlife conservation, CEO will be terminated, and a world assembley wildlife agent will be assigned as an advisor to insure that NO further violations occur.

SECOND VIOLATION- ½ of yearly profits will be donated to rainforest conservation, ALL upper management will terminated WITHOUT severance, no matter their tenure, and all production will be halted for a minimum of 6 months.

THIRD VIOLATION- All management will be terminated, company will be merged into an existing company that follows the ethical, moral, and social guidelines set in place today.

FIRST REWARD- After following all guidelines with 1 or less violations over a 5 year period, company will be reimbursed $250 million(or equivalent) and previous violation(if applicable) will be removed.

SECOND REWARD- After following all guidelines over a 10 year period, company will be reimbursed another $250 million(or equivalent), will receive a commendation from the world assembly, and will be entered as a possible selection for

Description: Stating that insane people, minors, and felons should not have guns.

Arguing that insane people do shoot innocents.

Also arguing that felons are more capable of crimes if they have guns in their possession.

Noting minors are more likely to kill others or themselves on accident then a regular adult.

Hoping that this will lower gun violence by:

A resolution to improve world security by boosting police and military budgets.

Description: UNDERSTANDING that all countries differ in the ways they are controlled and ran and that all countries may not be able to place the proper funding into Peace Keeping forces such as military and policing.

CONSIDERING there are countries that oppose how the World Assembly and their members work under certain policies.

ACKNOWLEDGING that there are countries in the World Assembly that are unable to properly fund a military and police force to control their people and defend their borders from opposing countries.

ASKING all members of the World Assembly to give up a small sum of their income from industry or taxation to place into a median pool.

ALLOWING nations of the World Assembly lacking the funding they require to run proper military and police forces to be able to draw from this pool to provide for their countries defense and peace keeping forces.

CAUSING future safety to come to their people and allowing the nations who grow and become safer from this to provide for the next set of nations that require the funding.

Global Freedom of Thought
A resolution to improve worldwide human and civil rights.

Description: For all peoples on this planet, this movement would be to abolish religiously controlled government.

Obviously we cannot completely abolish religions involvement in politics across all nations.

The Proposal is that Nations can not base law and rights on purely religious text, to prevent religion from corrupting politics, all Nations must base laws on real evidence and support, support in which is sufficient enough to convince an international or World Assembly court that it is not based primarily on Religious information but rather at least 80% of it is based on the well being of the Nations citizens.

Basically such Resolution would result in religious freedoms globally increased, it would save millions of lives and much brainwashing. It is not a law to diminish religion but to broaden it to include all views, and allow all beliefs to be accepted and those who hold them to be safe in their nation.

This would also put into effect the notion that upon receiving knowledge of primarily religious laws, one must contact the security council, or other authority in case of citizen's being abused, where a resolution can resolve such concern, with action or dismissal of claims.

This proposition requires all nations to be prepared to provide evidence that their laws are not over 20% religiously induced or concluded. That a Nation must support its law by non religious means. A yearly review also must be completed by nations to ensure there is no religious corruption under their noses or in areas in which they are responsible for.

All Nations will be required to follow this Global law.

If WA approved, it is recommended that all who disagreed with the resolution be investigated for such corruptions.

It is sincerely encouraged all members take into account the mass genocides, and revolutions that were caused by religion in politics in history, so even if you are a ego maniac Dictator, it is in your best interest to accept this now, rather then end up with a revolution, or responsible for a military mass genocide on your people, this might save you from you.

Description: WA General Assembly Resolution #134: Guns and Mental Capacity (Category: Gun Control; Decision: Tighten) shall be struck out and rendered null and void.

Argument: THE WORLD ASSEMBLY:

UNDERSTANDS that the aims of this resolution are laudable,

REALIZES, however, that there are far too many loopholes in the resolution text to be an easily enforceable resolution,

LAMENTS the use of definitions within the resolution text that were far too non-specific and general.

"GUNS" would include the following:
• Children's toys, such as water guns, paintball guns, marshmallow guns, etc.
• Industrial equipment, such as welding equipment, heating guns, hole punchers for leather or sheet metal, etc.
• Environmental care equipment, such as leaf blowers, snow blowers, etc.
• Self defense or survival tools, such as pepper spray, signal flares, etc.
• Spray bottles that contain pesticides, paint thinners, cleaning solvent, etc.

"MENTALLY INCOMPETENT" would include the following:
• Young children, who would then be unable to use toys specifically created for their use and enjoyment.
• Individuals who suffer from anorexia or bulimia or a similar self-image disorder.
• Anyone who has ever had a delusional fever.
• Gullible and/or misinformed individuals.
• Individuals who are being properly and sufficiently treated for a psychiatric disorder.

REGRETS the passage of a resolution that would outlaw legitimate weapons testing and also the testing of items that are inaccurately categorized as “guns” for the purposes of this resolution.

NOTES that Article VI references “a test for the purposes of Article IV,” but that Article IV does not reference the use of any test whatsoever.

FEARS that the tests detailed in Articles III and V are not detailed at all within the resolution text. The lack of specificity or guidelines whatsoever leaves the content and nature of the test(s) entirely up to individual member nations. This would allow for individual national governments to subvert the intent of the proposal by creating test(s) that fit with their own desires.

WORRIES that the publishing of the test(s) on the ULC may allow for individuals to study to their nation’s test(s) beforehand, thus allowing legitimately incompetent individuals to “game the system.”

UNDERSTANDS that these shortcomings of the resolution text make this law’s enforcement and effect dubious, at best.

Although Mousebumples' proposal is by no means perfect, and though I seriously doubt GaMC bans mentally challenged people from owning a marshmellow gun, the fact remains that GaMC is a flawed resolution in need of a repeal. I urge you all to support Mousebumples' repeal.
