Illegal on a coupla points, including lack of an active clause, but I'll go with "internal contradiction" -- because ruling that way leaves unclear whether I'm talking about the proposal, or what drug-users would be doing if this one succeeded. MWA-HA-HAH!

Boring bit: the GA, unlike the SC, penalises people who submit joke proposals, but (also unlike the SC) takes notice of them and on rare occasions even praises them if they're posted on the forums as drafts.

UNDERSTANDING that non-WA member nations will continue to retain these weapons, and that banning defensive space weaponry would be illogical.

PROCLAIMING that stopping all negative impacts can only be done by the complete BANNING of all uses of space weaponry in an offensive or coercive way.

The guidelines for space-weapon use will be defined as such:

Description: The Bus Saftey Act

Section 1. All buses, within all nations that use the mobility of buses, shall have the requirement of seatbelts on all seats, including the driver.

Section 2. This law shall require all automobile manufactures to have seatbelts attached to the seats of all buses by the required time of ratification.

Section 3. If any manufacturing company violates this law, this will amount to a fine of 5,000 of that nation's currency to the to be paid to the national government.

Section 4. Any law coming into violation of this law shall be declared null or void.

OK, I was wondering what the most NOT international proposal could possibly be. I believe I just found it. I especially like Section 3.

And considering the what vast fluctuations and differences in value there are for currencies worldwide, just saying "5000" is meaningless. There are nations where their basic currency untit is worth over NS$2,00 each, and some where the value is .00035 or even less. Which would mean the former has a fine of NS$10,000 and the latter has a fine of NS$1,75.

Bloody Stupid and very poorly thought out.

Description: REALIZING fertilizers and pesticides are used to enhance the helath of the grass and lawns.

STATING that if people want a nice lawn then they use an environmentally friendly substance.

ACKNOWLEDGING what the fertilizers and pesticides do to the enviroment. They are destroying many types of water species.

SAVING the poor defenseless animals that are dying because of these toxic substances.

PROPOSING that fertilizers and pesticides are banned for lawncare unless any water that flows through is fully contianed so none of the contaminated water gets to a place where it could cause harm to animals.

International Support Fund
A resolution to reduce income inequality and increase basic welfare.

Description: To set up an International Support Fund (ISF), to support all nations in time of need. The ISF will be funded by the wealthiest nations, to provide support for vital projects and to help to develop poorer nations. The setup of the ISF would be as follows.

a) A council will be created to ensure a fair distribution of wealth. Each nation of the World Assembly may not have more than one council member. Each council member has one vote.

b) A chair and vice-chair will be elected annually by council members. The chair will hold the power of veto over any resolution submitted.

c) The ISF has the duty of care to ensure that the fund is invested properly, and to ensure that funds are distributed fairly to countries in need. Depending on the severity of the matter, contributions may be made either in the form of donations or loans.

d) Contributions to the ISF will be made on a voluntary basis by member nations. There will never be an international tax to raise funds.

e) The purpose of the ISF shall never be to influence the political structure of a nation.

f) The ISF will recognise embargoes in place by the World Assembly upon nations/regions and regional enforcements upon banned nations. The ISF will consider such places as outside of its remit, and that proposals for support for such nations/regions will have to be made seperately. Nonetheless, this shall not debar applying to the ISF for support.

g) The ISF will not side with nations with a certain ideology, albeit that the ISF will not provide funds to nations where it is suspected that these may be appropriated for war. The ISF may, instead, consider alternative ways to aid citizens if the condition of a nation is considered to be perilous, though this will never be by the way of an armed response.

h) The ISF shall not provide funds to a nation to promote:
i) Environmental damage
ii) Internal conflict or conflict with another nation
iii) Nuclear weapons or the enrichment of uranium
iv) corporate tax relief

i) The spirit of the ISF will be to support the activities of
i) the prevention of famine by way of helping farmers increase their yields.
ii) to support weakened economies by providing loans.
iii) investment in medicine to improve the quality of health amongst nations.

At the top it says "The ISF will be funded by the wealthiest nations" while later it does say the funding is entirely voluntary, we also see possible metagaming or game mechanics as it specifies that the "A chair and vice-chair will be elected annually by council members", and that "The chair will hold the power of veto over any resolution submitted".
