Description: The World Assembly,

Understanding that the sea is a great place for individuals and families to have fun,

Feeling that beaches are among the premier places to have such fun,

Wishing that every person should have a beach accessible to them,

Bothered by the filthiness and stench of some beaches including those used for recreational purposes,

Desiring that beaches used for recreational purposes ought to be clean,

Hereby:

1. Set up the WA Beach Monitoring Authority (WABMA) to monitor the cleanliness and safety of beaches and approve beaches that are clean and safe for recreation.

2. Requires each nation to keep a database of "clean" and "filthy" beaches as certified by WABMA.

3. Requires each nation with "clean" beaches to encourage their use for recreational purposes, while discouraging their pollution by industrial or other pollutants and also discourage fishing and drilling in areas near such "clean" beaches.

4. Encourages nations to take the initiave to clean up their "filthy" beaches.

5. Also encourages nations to work together so that citizens that do not have recreational beaches in their own nation may get access to "clean" beaches in other nations.

Each national animal is a symbol of pride, it should be protected.

Civilian Protection Act

A resolution to improve worldwide human and civil rights.

Description: HEREBY defines the following:
a. Civilian = a person who is not in the military.
b. Military = the armed forces of a member nation, used for international defence and offence.

CONCERNED at the amount of civilian property destroyed during
wartime.

APPALLED at the amount of civilians killed or injured during wartime.

BELIEVING that the conduct of militaries belonging to member nations should be regulated in order to protect the civilian population.

HEREBY mandates the following:
1. Before attacking a target, the military must confirm that the target is a military target, and not a civilian target.
2. The military can only attack military property and targets. They may only target civilian property and civilian populated areas if the enemy is using them for military purposes.
3. If civilian areas or property must be attacked, the military must act to the full extent to minimise collateral damage.
4. Civilians, hospitals, mosques, national monuments, and any other historical or cultural sites can only be attacked in the instance of self-defence, defence of property, or defence of others, or if they are subject to article 2.
5. Civilians may be detained by the military if they interfere with military operations or threaten the life and security of others. In this case, they must be treated as a civilian internee, according to 'WA General Assembly Resolution #18: The Prisoners of War Accord'.
6. Civilian property cannot be unjustly seized by the military.

A resolution to slash worldwide military spending.

Description: This resolution is to permanently outlaw and eliminate any type of Weapons of Mass Destruction in use or in development by WA members.

The perceived threat from weapons of mass destruction (WMD) has become one of the most important issues on foreign policy and national security agendas.

the harm such weapons bring militarily and biologically are absolutely dangerous. Radiation for example, can take several months before it disappears.It also has long term effects on those who have been exposed to radioactive radiation.

for an instance, people who have been exposed to high doses of radiation suffer from radiation sickness. the radiation causes cellular degradation due to damage to the individual's DNA and other important molecular structures within the cells in various tissues.

it affects ability of cells to divide normally, which causes the symptoms. such symptoms may begin within one or two hours and may last for several months.

chemical weapons also have long lasting, deadly effects on humans. Organophosphates are a class of chemicals that include many of the insecticides we use every day, as well as the much more exotic weapons-grade chemicals such as sarin, soman, tabum, and VX.

All these chemicals work in much the same way by inhibiting an enzyme called acetylcholinesterase at the nerve junction (synapse).

Under normal circumstances, acetylcholinesterase regulates the amount of the neurotransmitter acetylcholine crossing nerve synapses so it effectively works as an off-switch.

Acetylcholine acts mainly on the body's autonomic nervous system — the body's involuntary nervous system — which controls things such as heart rate, respiratory rate, salivation, digestion, pupil dilation, and urination.

if these 'off-switches' of the body are turned off, and are left with all the lights turned 'on' all of the time, the body might run into trouble. With an extremely rapid build up of acetylcholine in the synapse, things like secretions, respiratory problems, and muscular dysfunction.

These weapons are being illegally used all over the world. hence, the world assembly's security council must act in order to prevent further usage of these weapons.

Declares that members of the WA shall:

I. Permanently remove of all WMD in every WA members stockpile. If such weapons are in development, shall it be immediately halted after this resolution has passed and takes effect.

II.Members of the WA shall not secretly develop furthermore WMD's these include Chemical Weapons, Biological Weapons, Nuclear Weapons or weapons that may cause widespread death, destruction, and diseases.

III.members shall not continue using WMD. Usage of such weapons on civilian or non-military targets shall be considered to be an act of terrorism.

IV. If a certain member has WMD in their stockpile. They may detonate/use it in a certain testing site. The testing site should at least be 2 miles away from an inhabited area. The testing site should not be near the sea, or a natural habitat.

V. Illegal buying or selling of WMD is strictly prohibited and shall not be tolerated if caught.

VI. Members shall not continue designing more WMD. These included blueprints, research related to WMD's, prototypes etc.

VII. Members shall not use such weapons in an active war that they are participating in, they shall not also use it against an ally's enemy if not involved in the conflict. therefore, even if a country participates in a conflict between two sides. it is still strictly prohibited to use WMD.

4. Every nation allowed to create a landmass near their borders and establish it as their own but wont be granted the rights of having EEC but deemed only as a Station.

5. Natural landmasses that have existed for 50 years and is able to support a population of 200 persons independently can be granted the rights of having EEC.

6. Every Nation has the right to conduct Military surveillance and operations within their borders and establish an identification zone to all types of crafts entering the border of 5 Kilometer from the border.

7. Countries can share their EEC for their own purposes With regards to Ecological Impact of the Activities and its effects on it's territories and neighboring Nations outside their treaties.

8. The remaining areas outside any Nation's Territory is recognized as The International Waters and is free for all Nation to travel and Conduct Research With regards to Ecological Impact of the Activities and its effects on it's territories and neighboring Nations.

9. The Security Council cannot intrude to any territories without the consent and permission of the Head of State of any territory.

10. No Nation can intrude other Nation's territory without the other's permission.

11. Intruders to any Nation's territories will be subjected to Laws of the Nation to full effect without exception. other Nations involved on the Intrusion can do nothing.

12. In times of War The Laws of the Sea will be abolished and each Nation has the right to defend their territories in any conscientious ways possible.

13. The Security Council will defend any Nation oppressed or intruded by other conquering Nations.

It could be metagaming, although national animals exist in RL so I don't really see anything wrong with it.

Description: WA General Assembly Resolution #10: Nuclear Arms Possession Act (Category: International Security; Strength: Mild) shall be struck out and rendered null and void.

Argument: This resolution, which i have found major flaws. and that Nuclear Weapons may extend the damage more than expected wanted/results. I hereby, repeal this act for:

THE THREAT many nuclear arms posses for they are considered as Weapons Of Mass Destruction; Weapons which are capable of widespread death and destruction.

ACKNOWLEDGINGthe harmful effects of nuclear weapons on human beings and animals alike. Radiation Sickness can be very fatal, because it lasts for several months, it downgrades the vital cells of the body, making them not function properly.

EMPHASIZING that Nuclear weapons are not only expensive, but also very hard to design and produce, Nuclear Plants are also very dangerous. For they can leak tons of radiation. there are many alternatives such as the MOAB (Mother of All Bombs) which are much cheaper, less dangerous, and as effective as a low yield nuclear weapon.

REALIZES that usage of nuclear weapons on civilian targets, is not only INHUMANE but also considered as an act of terrorism. Regardless of the yield, civilians can often be targets for nuclear attacks.

NOTICES the possibility of abusing such weapons if it falls to the wrong hands. Around the globe, many are illegally selling these devices. Which is a grave threat to the security of the WA members.

DECLARES
I. That members shall permanently stop all manufacturing and designing of nuclear weapons.and it shall not be held with secrecy, all members should comply to the resolution, if it shall pass the GA.

II.That members shall remove/destroy all nuclear weapons in their stockpile, they shall detonate it in a certain testing site, at least 2 times a year and 3 miles away from an inhabited area. the testing site should not be near a natural habitat.

III.That members shall not sell nuclear weapons in order to remove it in their stockpile. Members should follow II.

IV. That members shall not continue research related to nuclear weapons. such as prototypes, tests, and the like.

PRESERVES the right to own non-nuclear/radioactive weapons on members stockpiles.

Universal Healthcare Act

A resolution to modify universal standards of healthcare.

Description: An Act to ensure that all citizens of WA nations have access to free healthcare within their own borders or in other WA nations.

ENSURE that all WA members provide free healthcare to all citizens.

ACKNOWLEDGING that access to healthcare is a fundamental right that is not to be bought and sold.

PROVIDING free healthcare to all citizens. Meaning:
I) All citizens can have medical consultations at no charge
II) If a citizen is sick and/or injured, it is the Government's duty to take the patient in at no charge, no matter what.
III) It is also the Government's duty to provide free dental care and free prescription drugs if a citizens needs those.
IV) The Government shall not prohibit any citizens from benefiting from those services, no matter what.

FUNDING countries who cannot afford to give to its citizens free healthcare

PERMITTING some private clinics and/or hospitals to continue to operate under strict regulations put in place by the WA.

ALLOWING people who visit other WA countries to have access to free healthcare if their country of origin is a WA country also.

ENCOURAGING the practice and research in medical field. This is voluntary but strongly recommended.
