We recognize raiders as a threat to peace and stability but oppose this legislation on the vagueness of its approach and uncertainty of effectiveness.

What you're not realizing is that the proposal in question here was wrote by long time-raider for The Black Hawks, and is basically just looking for a self-recognition here.

The Federation of Underwater Sovereignties will not consider this proposal under any circumstances. We are alarmed that the tenets of raider unity are listed before the statement that raider unity is a global threat, and that the nation that drafted this proposal is a member of The Black Hawks. This proposal can therefore be seen as a way to covertly align with raider interests; upon first reading the proposal, it is unclear whether it aims to affirm raider unity or speak out against it. After having previously abstained, we will again vote against this proposal.

Appreciate the added information. After further review, this obviously reinforces our vote AGAINST. We are extremely concerned at the proposed nations history in relation to this bill and will take this into account when considering any potential future proposals brought fourth.

The Partnership for Sovereignty recommends a vote AGAINST "On Raider Unity”: https://www.nationstates.net/page=dispatch/id=1675937

In terms of declarations that aim to recognize a world-wide threat, it is necessary to recommend a course of action for the world to diminish or eradicate said threat following its identification for the declaration to be of value. Yet, “On Raider Unity” fails to propose any actions to effectively combat Raider Unity, nor does it even encourage regions to find a way to tackle this issue. It therefore remains incomplete in its apparent mission to guide the world in combating Raider Unity and necessitates further drafting. Another point of contention is the author’s identity as a raider who strongly benefits from and promotes Raider Unity as a high official of the Black Hawks, a notable raider region. It simply does not make sense to allow someone who benefits from the existence and growth of a threat to dictate how exactly the world should view the said danger. To allow this resolution to pass would therefore mean allowing a resolution that is inherently biased by a raider perspective to define a threat whose very existence is encouraged by raiders.
