The purpose of the RO is to ban raider pilers instead of having the native delegate eat that cost. The RO was appointed by the native delegate for that purpose and the nation in question that you're linking flies The Black Hawks' piler reserves flag. If the native delegate wants to make an exception for that nation on the grounds that they are going native, they are certainly entitled to do so. That information did not reach us in Update Command at the time of the ejection.
