I suppose you could use this as a challenge whether it would be metagaming to: 1. Recognize the Security Council 2. Force them to pass a declaration each year. I would find the results of that challenge very interesting. Would settle some questions over there as well.

I may or may not submit "World Assembly Peace Prize 2" along with the current proposal on Monday.

"Opposed. The hardworking socialists of Bananaistan refuse to have the fruits of our labour wasted on such fripperies. Also the inclusion of the word "sapient" is bad, and being unable to strip somebody of this @prize" if they were, say, subsequently found guilty of war crimes, for example, is problematic."

encourages all members to refrain from organised armed conflict which is not necessary to prevent practices (such as terrorism, genocide, and other crimes against humanity) that threaten the achievement of all sapient rights.

OOC: Is this honestly speaking enough even for a mild resolution? Given all the actual resolutions that actually already mandate those things? Vague duplication much?

OOC: Given GA #2 articles 4 and 5, I'm not sure the GA has a leg to stand on to say "please don't" after declaring right at the start "you totally have the right to do this".

And I still question if "please don't war" is enough even for a Mild resolution.

We are - rather cagily - Proposal-A-Go-Go. I have added the words "(each of)" to Article b(iv) in realisation of the fact that ordering the WACHR to give the Prize winners only part of a medallion might be somewhat inconvenient.

Darin Perise, President of the Morovian Department on the World Assembly.

"The restrictions with who may be nominated seems a bit restrictive. For example, Alexander, if I were to nominate you for such a prize, would that nomination be disregarded? How about if I were to nominate Brooklyn Shea, Potentate of Morover, who leads the government even if she does not personally employ me. Do the restrictions extend to former co-workers or employers? Further, why 99.9% pure silver? It seems like a remarkably precise specification."

OOC: I don't want to support this, for real. There is, however, a nice little feeling in the back of my mind that says that the potential RP that can come of this (like the multilateral trade talks but more frequent and less difficult to manage) may be worth it. You've made this rather difficult on me D:

Smith: President, sir... I think you are a sir, anyway... as far as I'm concerned, your co-workers are the fellow members of your World Assembly delegation, not me, and your employer is your delegation... or your government, I think. Not a person. Former acquaintances and such of the like are fair game for negotiation.

Darin Perise.

"I'd say I'm a sir! Can't you tell, from my long voluptuous beard and traditionally masculine physique? Regardless, my issue is that 'co-worker' is a bit vague and could certainly be interpreted as our fellow delegates within the Assembly, especially with single-person delegations."

"My issue with the 99.9% silver isn't the fact that it's silver, it's the fact that 99.9% seems like a very specific percentage of silver needed. I'm no expert on metal purities, but getting exactly 99.9% purity seems difficult and time-consuming on its own, regardless of the actual metal being used."

Anderson: My actual manager might need a new pair of glasses soon. The Tinhamptonian Mint has produced several million silver bullion coins with 99.9% silver content over the past century or so; there is no good reason why the World Assembly should not be able to magick up no more than ten or so medals of similar dimensions per year for every year that our resolution remains in force.
AS OF 0028 BST ON TUESDAY: Approvals: 53 out of 53 needed (Tinhampton, Taki Calxur, So Pep, The Flyin, Molopovia, TESDAI, Calamari Lands, Floyssauu, Bearded Dragones, Jedinsto, Agalaesia, Boris Cult, Gibraltarica, Chairman Cities, Reultan, Sedgistan, Talyang, Duhhhmurica, Tostandia, Draconae, Tirnot, Krovnik, Islae, Socialist Amogus, Il Osoris, Coronational Chechyans and affiliates, Dellettia, Hometania, Baloo Kingdom, Silver-Tree, Swideri, Lamerdon, God the Lord, Nation84, Xukong, Teschnaia, Karteria, New Scottsville, CoraSpia, FORKTASTICSTAN, You Should See Me in a Crown, Narvatus, Calnodia, Zombiedolphins, Krasnyrussia, Edmundian Pluto, Sergovo, Wadelhelpia, Paleocacher, Erisure, Brototh, Enlais, The Chuck)

OOC: This proposal is IN QUEUE and will be at vote between the major updates of Tuesday 10th August and Saturday 14th August, assuming that all quorate proposals remain eligible to go to vote. I reproduce the list of approving delegates above and the campaign telegram below; and would like to wish those receiving their A-Level and GCSE results in England, Wales, and Northern Ireland, and those receiving their National and Higher results in Scotland, while this resolution is at vote the very best of luck.

Greetings, Delegate. I am asking you today to approve my proposal to create a World Assembly Peace Prize.

The WA Peace Prize would be given annually to the person or organisation who has done the most to peacefully resolve armed conflict, such as war, over the past year.

Many people in our world today value and believe in peace. If you consider yourself one of those people, I hope that you will approve World Assembly Peace Prize.

Thank you,

The penultimate sentence of that IFV asserts that "some may argue that the Prize ultimately takes time away from the WA Commission on Human Rights." This is laughable at best, given that the WACHR's only mandate is to work with member states to establish minimum standards "for all services listed in clause 3" of GA#194 "Treatment of Inmates." These standards have likely been established for most - if not almost all - member states by now.

This proposal has been approved by about 12.45% of delegates and will go to vote at the times I listed above.

OOC:
If we're to have the Politically Motivated War Criminal Congratulations Prize we might as well start with a politically motivated nomination of some war criminals...

Leo mutters a bit over the proposal printout. "...'could have realistically involved large-scale acts of violence...' Of course! Laying siege to a city instead of wiping it from the map, followed by a negotiated settlement instead of, again, wiping it from the map, should render the leader in question eligible for special recognition! An act of gross imperialism and the total neglect of basic rights should be rewarded if the perpetrator comes to the negotiating table as he's ordering them; after all, Peace Is Our Profession here at the World Assembly!"

OOC: Indeed, nothing herein appears to prevent NS Henry Kissinger from getting this prize. For example.

Farrow Muri, former Potentate of Morover and current Administrator-in-Chief.

"I ended an era of militarism in Morover during my term as its leader, and I continue to stand by international efforts to uphold the peace. While I personally have little interest in the World Assembly's inner happenings, and as such will not publicize my own personal opinion on the matter, I do wish to note that, in the case of passage, I will reward a ten-million Fres (OOC: 20.3million USD) reward to any Morovian, as well as instruct the renaming of the Farrow Muri Peace Center to their name for one month out of the year. To the first non-Morovian recipient of this prize, my government will indulge them in an all-expenses-paid vacation to Morover for twenty-two days, staying in the former Royal Murian Palace."
