[DEFEATED] World Assembly Peace Prize

This resolution was at vote between the 10th and 14th of August, 2021.
It was defeated by a margin of 6,733 votes (about 54%) to 5,748 (about 46%).

This proposal has been filed to the General Assembly Global Disarmament Board.
NOTE: at 0028 BST on the 27th of July 2021, this proposal reached quorum with The Chuck's approval, the 53rd all told.
NOTE 2: at 1837 BST on the 6th of August 2021, this proposal won its 106th approval - double the number required for quorum - from Tomisburg.

Alexander Smith, Tinhamptonian Delegate-Ambassador to the World Assembly: Eighteen Terran years ago, "United Nations Peace Prize" by Pax Romantica was defeated after receiving 5,672 votes in favour and 8,542 votes against - almost 40% support. Sixteen Terran years ago, "UN Peace prize" by the Republic of Freedonia was defeated after receiving 8,063 votes in favour to 8,811 votes against - almost 48% support. Thirteen Terran years ago, the World Assembly was created and no such proposal has had its day at vote since. Our delegation believes a resolution to ensure that those who have contributed greatly to intermultiversal peace are rewarded is long overdue.

  • Article d was added primarily to avoid a committee-only rule violation. Refer to Article 2 of the RLUN's Declaration on Measures to Eliminate International Terrorism; see also Antonio Gutierres' call for an international ceasefire, supported by 171 countries and the EU.
  • Article d's "not necessary" carveout reflects the Arrellesscee's clarification that Gutierres' ceasefire was not to "apply to military operations against the Islamic State in Iraq and the Levant (ISIL, also known as Da’esh), Al Qaeda and Al Nusra Front (ANF), and all other individuals, groups, undertakings and entities associated with Al Qaeda or ISIL, and other terrorist groups."

World Assembly Peace Prize
A resolution to slash worldwide military spending.
Category: Global Disarmament
Strength: Mild
Proposed by: Tinhampton

Whereas all sapient rights are put in danger wherever unnecessary armed conflict occurs, the General Assembly hereby:
  1. establishes the World Assembly Peace Prize, hereinafter the Prize,
  2. tasks the WA Commission on Human Rights with:
    1. receiving nominations for the Prize from anyone who works as a head of state or government, legislator, or professor in any member state, in addition to any leaders of member state delegations to the World Assembly; and disregarding nominations with the effect of such individuals nominating themselves, their co-workers or their employer for the Prize,
    2. awarding the Prize each year to that person or group of people resident in any member state who has been nominated in accordance with Article b(i),
    3. basing its decision to award the Prize to any given person or group solely on whether, in its view, they have demonstrably contributed more than any other such person or group in the previous year to the resolution, without violence and with respect for all sapient rights protected by international law, of major conflicts between and within nations which involved or could have realistically involved large-scale acts of violence, and
    4. rewarding (each of) the winner(s) of the Prize in each year with a medallion containing one ounce of 99.9% pure silver and of one-and-a-half inch diameter, which shall have on its obverse the words "WA PEACE PRIZE - WITH PEACE COMES FREEDOM" surrounding the logo of the World Assembly, and on its reverse nothing,
  3. forbids members from confiscating any rewards bestowed upon Prize winners under Article b(iv) for any reason not enshrined by prior and standing international law, and
  4. encourages all members to refrain from organised armed conflict which is not necessary to prevent practices (such as terrorism, genocide, and other crimes against humanity) that threaten the achievement of all sapient rights.

Actually, I think this would work better under that proposed Declaration category in the SC.

Sure, but the concept behind this proposal is so obviously committee-only that it really shouldn't be considered in the GA at all. Far better to try it in the chamber with a long, storied history in handing out awards.

Could be either one depending on how it's written -- there's no requirement that the SC be restricted to Gameplay.

Okay so why is this Civil Rights and not Global Disarmament? You would think that incentives to find peace would mean fewer wars meaning fewer weapons and less money spent on militaries, right?

And I can highlight “refrain from organized conflict” as the counterargument. Also the last failed proposal that you so helpfully provided a link to was Global Disarmament.

1. It doesn't insist upon any changes to how NationStates.net, the game, actually works.
2. No.
3. Whatever a WA committee says you have to do :P
4. The Other Place does not run on a one-Commend-per-year rota and does not refuse to give out Commendations to people solely because they have not worked to prevent "major conflicts between and within nations which involved or could have realistically involved large-scale acts of violence."

The differences between the Prize and a Security Council Commendation should be fairly obvious if not glaring by now. I will likely submit this on the week beginning 26th July 2021.
