OOC: No, that's not a hole. The fines that nations get are destructive to economies. Nations that RP they are non-compliant essentially become failed states and every player has the right to treat those nations as failed states. Those two resolutions were made to deter nations from becoming non-compliant, as the measures are thus high and heavy that there is absolutely no benefit in being non-compliant. The ability to RP non-compliance has been a part of the WA since its inception, but luckily with those two resolutions there are very destructive consequences to RPing non-compliance.
