You misunderstand me.

Issues can be in the text if there's an interpretation of the concept not treating the game as a game. My comment was in response to the question of how it was "exceptional above all other nations". So to me this wonders how one can express that other nations don't have dilemmas or have not, in the often used expression, "brought to attention" some number of issues. It's easier to say what a target has done rather than frame them in terms of what others have not.

So, by the fact that there are so many issues to choose from, it becomes self-evident why it is "exceptional above all other nations". At least exceptional enough to warrant a commendation.

By the way, how I manage Singapore no2 in terms of issues is by selecting options which would be made in a flanderised version of Singapore.

While similar in some ways to real life Singapore, it is notable that Singapore no2 actually decriminalised same-sex relations, so it's literally better than IRL Singapore in some ways, at least in terms of tolerance.
