Ensuring Effectual Recycling

Area of Effect: All Businesses - Strong



The General Assembly,

Acknowledging the large volume of waste produced in member nations partly as a result of rapid economic growth;

Recognising that large amounts of this non-compostable waste could cause serious damage to the health of animals and ecosystems;

Convinced that promoting and mandating recycling could reduce waste and prevent it from contaminating ecosystems;

Believing it is the duty of the World Assembly to promote such practices in order to protect the health of all beings and the ecosystems they inhabit; Hereby:

1. Defines, for the purposes of this resolution:
  1. "recyclable waste" as waste that can be safely reprocessed into a material or product that can be reused for a practical purpose such as in manufacturing,
  2. "recycled materials" as recyclable waste that has undergone the recycling process and has become a reusable material;

2. Compels member nations to ensure the availability of easily accessible, safe, and usable recycling systems for use by their businesses and inhabitants;

3. Mandates that member nations regularly upgrade and update any structures or buildings involved in the recycling process, pre-existing or otherwise, with the best possible improvements given the finances that might reasonably be allocated;

4. Authorises the use of the World Assembly General Fund, by member states, in order to ensure effective and reasonably-affordable compliance with clauses 2 and 3, for those that states that are reasonably unable to achieve these mandates otherwise;

5. Requires member nations to create initiatives, through penalisation or incentives, to:
  1. raise awareness of recycling as a method to reuse waste;
  2. encourage inhabitants and businesses to use recycling centres to recycle recyclable waste;
  3. promote the usage or purchase of items made from recycled materials;

6. Mandates that member nations implement these initiatives to practical benefit;

7. Obligates member nations to create further accessible collection systems for recyclable waste, such as door side recycling or properly marked recycling bins;

8. Permits member states to incinerate or create and use landfills for certain types of waste when the technology or infrastructure does not exist, in that nation, to process the waste efficiently in a more environmentally-friendly way;

9. Mandates that member nations employ recycled materials wherever reasonably feasible;

10. Recommends member states to collate and conduct research to create or delegate the creation of more efficient or safer waste reduction or recycling methods, and to share this knowledge between each other;

11. Despite the above, requires member nations to pursue the least environmentally damaging viable alternative regarding waste reduction and recycling in cases where following any of the above mandates would result in a worse net outcome for the environment than not following them.

11. Encourages member nations to work together or utilise the work of persons in their jurisdictions to conduct and collate the above research; and

12. Despite the above, requires member nations to pursue the least environmentally damaging viable alternative regarding waste reduction and recycling in cases where following any of the above mandates would result in a worse net outcome for the environment than not following them.

7. Recommends member nations use materials made from reused products in governmental buildings or projects to the greatest extent reasonably possible;

8. Tasks the World Assembly Science Program and member nations with collating and conducting research to create more efficient or safer waste reduction or recycling methods; and

9. Clarifies that nothing in this resolution deters, discourages or prevents other waste reduction methods used or are being researched by member nations.

Clause 4b should likely mention salvageable waste products too. Also, could you not explore the possibility of door side recycling collection more, similar to what is done with garbage?

Eerily similar? There’s quite a few differences:
1. Different preamble
2. Mandates nations upgrade their recycling centres
3. Defines recycling centres
4. Promotes the actual usage of recycling stuff in the government
5. Allows and encourages trade of recyclable waste to other countries
6. Fixed all the problems listed in my repeal draft

Since salvageable waste products are disassembled into recyclable waste, there isn’t a need to include them. I’ll think about the door side recycling

Acknowledging the large volume of material waste produced by member nations of this assembly as a result of rabid consumerist practices; Member nations are inherently of this assembly, so ‘of this assembly’ can be removed.

Recognising that this waste could cause serious damage to the health of beings and ecosystems; I would place ‘sapient’ before ‘beings’, as ‘beings’ by itself sounds odd.

Convinced that promoting and encouraging recycling as a waste reduction method could prevent the above from happening; Here, I recommend adding exactly how promotion and encouragement could prevent waste from causing serious damage.

Believing it is the duty of the World Assembly to promote such practices in order to protect the health of all beings and the ecosystems they inhabit;

Hereby:

1. Defines the following, for the purpose of this resolution:
a) "recyclable waste product" as a form of waste that can be safely reprocessed and repurposed into a material that can be reused;
b) "salvageable waste product" as a form of waste that can be dismantled into recyclable waste products; Since you use the singular, I suggest changing ‘recyclable waste products’ into ‘recyclable waste product’.
c) "recycling centre" as an area where recyclable waste products and salvageable waste products can be collected and processed into reusable products;

2. Compels member nations to create, if none are already existent in their territory, easy accessible and usable recycling centres for use by their businesses and inhabitants; It should be ‘easily’ not ‘easy’ here.

3. Mandates member nations with recycling systems, pre-existing or otherwise, to regularly upgrade and update centres to the best of their ability; I would recommend reworking this clause so that you mandate that recycling systems must be regularly upgraded, but not specify by whom. This is to cover privatised recycling systems.

4. Requires member nations to create initiatives, through penalisation or incentives, to:
a) raise awareness of recycling as a waste reduction method There should be a semicolon after this subclause.
b) encourage inhabitants to use recycling centres to recycle recyclable waste products;
c) promote the usage or purchase of items made from recycled materials;

5. Recommends member nations use recycled materials in governmental buildings or projects to the greatest extent reasonably possible;

6. Tasks the World Assembly Science Program to collate and conduct research from member states to create more efficient or safer waste reduction or recycling methods; and ‘To collate and conduct’ would sound better as ‘with collating and conducting’.

7. Clarifies that nothing in this resolution deters, discourages or prevents other waste reduction methods used or are being researched by member nations.

Making recyclable waste products singular would be grammatically incorrect though.

(Edit: I’ve fixed it in the salvageable definition , but I can’t find a workaround for the recycling centre definition)

Kinda semantics, but I'm wondering if this wording (along with a lack of clarity about the responsibilities of the recycling centre) allows for a government to construct such a facility that does none of these things, for the law only suggests those activities may be a possibility.

Aside from the easy/easily thing, the repeat of usable/use could probably be reworded to be less wonky.

If it's at the recycling centre, then why are citizens not encouraged to bring salvageable waste products to the recycling centre for disassembly? If it's at home, then why are these products covered under 1c to begin with if they're already recyclable waste to begin with?

What is your actual AIM here? Like, what does the previous resolution NOT do? Is it just not harsh enough for your preference or what?

"We believe this would be an improvement on the existing resolution and provided it is successfully repealed we would support this proposal to replace it. While this proposal improves upon the previous resolution, we agree with others that encouraging the use of door side recycling collections would be beneficial. We would prefer mandating member nations to set up door side recycling collections, however understanding that this may not be feasible for poorer nations, even if the proposal just recommends member nations to set up such a service, we believe this could encourage the development of such services."

Processed. The "into reusable products" makes the "processed" mean "manufactured". Because you don't get reusable products GLASS BOTTLES (which are reusable instead of just recyclable) from non-reusable BROKEN WINDOW PANES without thoroughly processing MELTING AND REBLOWING THE GLASS the material after first creating a processable resource GROUND GLASS from the recyclable/salvageable products.

ARE YOU MANDATING THE INHABITANTS COLLECT THE POTENTIALLY HAZARDOUS MATERIALS THEMSELVES AND THEN WORK PRESUMABLY WITHOUT TRAINING OR WORK CONTRACTS OR PROTECTIVE GEAR AND APPROPRIATE MACHINERY TO CREATE THE END PRODUCTS? Basically what the brain said. This just doesn't work as "all rolled into one" thing. Any place where serious levels of manufacturing MEANING BIG MACHINERY CHEMICALS AND DANGEROUS CONDITIONS take place, shouldn't be "easily accessible" to members of the random public.

3. Mandates recycling centres, pre-existing or otherwise, to be regularly upgraded and updated to the best of their ability;

How can an area be "regularly upgraded and updated"? Again, you need to re-think the whole recycling center idea. HAA HAA HAA AND THEY SAY I AM MAKING NO SENSE. Shut up!

4. Requires member nations to create initiatives, through penalisation or incentives, to:
a) raise awareness of recycling as a waste reduction method;
b) encourage inhabitants to use recycling centres to recycle recyclable waste products or salvage salvageable waste products;
c) promote the usage or purchase of items made from recycled materials;

...exactly why do you mention "penalisation" on awareness raising, encouraging and promoting? And how is this any better than the existing resolution's clause 3? Comparing the two side by side this is actually worse, as you're now requiring the creation of initiatives to do any of that, instead of requiring the nations to do any of that directly, and you've completely left out (national) legislation. So you're basically saying nations can ONLY punish or reward people, but not actually make an actual law requiring that glass items are recycled, for eample. And I'm fairly sure that penalisation would REQUIRE there to be a law on it, given the existing resolution that's titled something like "No penalty without a law".

5. Encourages member nations to create even more easily accessible collection systems for recyclable waste products and salvageable waste products, such as door side recycling or properly marked recycling bins;

WHAT IS DOOR SIDE RECYCLING AND WHY ARE RECYCLING BINS MENTIONED ONLY NOW WHEN PEOPLE ARE ALREADY TOLD TO USE THE AREAS OF MANUFACTURE TO DUMP THEIR WASTE IN? Shush, working on it! But basically that, yeah. You are already sliding this solidly into micromanagement hell side of the lippery slope, so I suggest taking a loooooong step back and figuring out what it is you want to actually do with this, what effect are you after?

6. Recommends member nations use recycled materials in governmental buildings or projects to the greatest extent reasonably possible;

What are recycled materials, now? EARLIER YOU REQUIRE RECYCLABLE MATERIALS TO BE TURNED INTO REUSABLE PRODUCTS INSTEAD.

7. Tasks the World Assembly Science Program with collating and conducting research from member states to create more efficient or safer waste reduction or recycling methods; and

This is honestly entirely unnecessary fluff. Why shove in a committee at all? And what does "conducting research from member states" mean? At least the existing one asked the nations themselves to do some research first.

8. Clarifies that nothing in this resolution deters, discourages or prevents other waste reduction methods used or are being researched by member nations.

Except you're making the WASP do that anyway?
