This proposal ignoring the simple reality that the vast majority of fish used for human consumption are caught from the wild is all that is required for Isaris to vote against. We will not subject our citizens or our fishing industry to this insanity.

1. DEFINES:

a. "wet market" as a marketplace selling fresh meat, fish, produce, and other perishable goods as distinguished from "dry markets" that sell durable goods such as fabrics and electronics.


I'm gonna ask you a question. What is a marketplace? You may know marketplace when you see one, but that's not how the law works. Terms should be defined precisely to divide the "marketplace" from "non-marketplace". Because you haven't provided a definition of the marketplace, we need to understand the term according to how its used in everyday conversation.

Marketplace is either:
  1. a place outdoors designed for commerce; or
  2. any public place designed for commerce, regardless of whether it's indoors or outdoors (this is the broader meaning).
Now, it's unclear what definition fits here but suppose it's a.
That creates a giant problem for you, as the only thing for people to do to escape your regulation is just to build a roof over the area.

Well, that isn't too good, what about b?
That actually makes you forbid selling of pets (live animals) - as pet shops now qualify as a marketplace (area for commerce). No more fishes, hamsters, or bunnies for the little Jimmy.

On that topic, what about markets that are partially wet and partially dry? If the definition from b is to be followed, most supermarkets would fit here. There may also exist some open air markets with this partial status. What about them?

b. "wild and exotic animals" as products that are derived from non-domesticated animals or plants usually extracted from their natural environment or raised under controlled conditions.


Further, this can actually prohibit selling of mushrooms gathered in a forest, as they are a non-domesticated plant. I know biology doesn't classify them as such, but for the purpose of transaction they are similar enough that they could reasonably be covered under that name in legal terminology.

However, this is actually contradicted in 3b that permits the sale of plants that are safe and not endangered, regardless of their domesticated status. Which begs the question - why are plants included in 2b's definition of wild animals?

That's not the only contradiction people would have to resolve.

e. "game" as animals like (1) small birds, such as the thrush and quail; (2) game proper, a category that can be subdivided into winged game, such as the goose, duck, woodcock, grouse or partridge, and pheasant; and ground game, such as the squirrel, hare, and rabbit; (3) big game, predominantly venison, including roebuck, deer, elk, moose, and caribou but also including other large animals such as bear and wild boar.


"Game" is wild animals and there is no real distinction made by this proposal between the two. So I agree with comments that this is self-contradicting, as some wild animals will be prohibited (by the blanket wild animals trading ban) and permitted at the same time. Granted, it's not an unfixable problem, by using In dubio pro libertate principle the contradiction is resolved. But you shouldn't create contradictions if they can be easily avoided.

The way definition of big game is constructed means that any large non-domesticated animals, like chimpanzees, will be allowed for trade, regardless of the prohibition of 4a (provided that the contradiction between that clause and clause permitting non endangered "game" to be traded is resolved according to the aforementioned principle). Because "big game" includes "other large animals" any large animal that would classify as wild and thus be normally forbidden for trade in wet markets, classifies as "big game" instead (and is allowed).

5. MANDATES:

a. wet markets do not partake in the trade or sale of live animals and wild and exotic animals, and all products sold are deemed safe for human consumption and are not known to cause zoonotic diseases.


The first part of this is completely redundant, the second is... I don't know how to approach it, honestly. Bird flu is a thing thus poultry is known to cause a zoonotic disease in some cases. Should it be completely banned?
This section can also mean that the markets should ensure that a specific party of meat suspected to carry a zoonotic disease will not be sold. This is way more acceptable, as it does not blanket ban kinds of meat, but in the proposal's wording it's not clear that it is the intended goal.
