It creates two committees and makes use of a third to achieve an effect that could be done by member states. The only actual mandate on nations is to make their schools teach at least one humanity, since everything else is opt-in, which doesn’t do much in the way of support.)

On second thoughts, FUCK NO. This resolution has now evolved to become troublesomely worded in many areas; for instance, the WHF is described as "an opt in service" but no description is offered of how an entity can actually opt into being able to request funds from it. The name of the Department of External Auditors and its position within the GAO is also highly confusing, especially when Article 6 of GA#17 actually requires the GAO to "to submit to regular audits from outside agencies" - which I would assume are not sneakily-named wings of the GAO itself.

While we support and value the humanities, we do not consider the micromanagement of member-nations' educational systems, without familiarity or knowledge of the workings thereof, to be an appropriate subject for international legislation.

Indeed. The mandate is ridiculously easy to meet, to the extent that I am not sure a functioning system of education would not be meeting it (assuming you teach children to read and write your national language, that likely takes care of the mandate entirely).
