More generally, doesn't the mandating nation state's internal taxation bit near the end contradict the one that says WA can't meddle with it?

Other than that, LOL at the whole concept, eyeroll at actually submitting it and while I do defend the right to have an abortion for whatever reason, this is going at it entirely wrong way around. Nations should be mandated to provide healthcare services, not send their people away for luxury holidays to get treated at their cost. So likely will vote against because in IC Araraukar doesn't trust the level of healthcare to be up to par elsewhere.
