I'd change the abortion definition to

Abortion is the ending of a pregnancy by the removal or expulsion of an embryo or fetus before it can survive outside the uterus.

(OOC: That definition would only count for abortions performed in the first and second trimesters, and therefore wouldn’t be complete.)

You'd have to repeal that first

OOC: Clause 6 is actually useless because member-states cannot restrict abortion on the basis on sex-selectivity unless they do so for every medical procedure.

It was submitted last week, but withdrawn for more edits, so I assume so.

"The delegation of Imperium Anglorum is greatly misguided in seeking to make abortions free rather than seeking to make life-saving procedures free. The latter is a far nobler goal, even from the perspective of the staunchest and most enthusiastic supporter of abortion. It appears that some ambassadors are obsessed with abortion to the point that their priorities are completely out of order."

OOC: that's a good point.
Are there any resolutions for free healthcare in general?

Also, I believe abortion rights will be what leads people out of the WA.

Ooc: this is an unconvincing argument. For one, nations that stuck around despite GARs#128 and 286 probably don't care. For another, you can use this argument to argue against any civil right: we cant ban slavery because we cant have slavers leaving. We cant ban fascism because we dont want fascists leaving. We cant ban pedophilia because we dont want anarchists leaving. Its not a convincing argument against this policy.

Vampiric Hollandia is opposed to this draft. The few vampires of Vampiric Hollandia that can actually create offspring should not have the option to abortion or our species might go extinct if we find ourselves in war or a terrible disaster.

Necessary procedures to save lives are already covered by Quality in Health Services and must be provided by the state. My priorities were to write a proposal on the topic that would deal with creative compliance in the vein of Alabama. Are your complaints about "priority" really about the time at which it was submitted?

There is no scorn here, however much that your IC—presumably—ambassador seems to think it is present. There, is, however, an acknowledgement that some input is not constructive and can be ignored. That is not scorn in as much as it is a simple reflection of how incompatible the pro-choice-pro-UHC position is from the anti-choice-anti-UHC one.

OOC: Nations are obligated to observe resolutions in good faith. See GA#2, Article 9.

The issues of abortion and universal healthcare are separate enough from each other that one can support one while opposing the other. See the United States, which has legal abortion but no universal healthcare, and Mexico, which has universal healthcare without legal abortion in some states.

Ooc: to the extent that this creates a potential illegality, lemme stop you there. Good faith is pretty subjective, so there's nothing stopping nations from tightening up gaps. Theres no conflict.

To the extent this is a rhetorical argument...well, see above.

Stellonia:

You want to resurrect magical compliance? lol good luck.

The severability of the two positions misses the point. Noting that they are severable is why I put them in the way I did (ie "pro-choice-pro-UHC"). If someone is serious about pro-choice and pro-UHC, then that person comes to my position. I am serious about pro-choice. I am also serious about pro-UHC.

I will also note that you gave no response to Sep, no warrants to support your claim of scorn, no warrants for the alleged complexity of abortion legislation, no impacts for the argument on priority, no claims of any sort to rebut my claim about RtL being obsessed with abortion, and no warrants for the implicit claim that there exists a trade-off between this proposal and other health proposals.

“Honestly, after reviewing my schedule I’ve decided to just vote against any resolution or repeal that has to do with abortion ever. I have a coup and civil war scheduled for 5 and a mass execution scheduled for 10, so just hurry up.”

Ooc: I guess silence is acceptance and ceding the rhetorical point.

Well Honourable Delegate, be rest assured that our requirement that people make 10 rides in a special roller coaster prior to their consult in the abortion clinic on one of our islands about 1000 miles away from our mainland is a scientifically necessary step to ensure abortion safety and informed consent (according to the Holy Roman Catholic Committee on Science and Related Matters) and in no way is meant as "creative compliance".

"If absolute certainty of success should be the defining prerequisite of whether something is to be attempted, then nothing of any sort will ever be accomplished.

Furthermore, may I remind the delegates that resolutions cannot be brought to a vote before this body without some sense of a widespread desire to have the issue deliberated on by this Assembly. If there is no appetite for continued discussion of an issue, then it won't receive the requisite number of approvals. Evidently, this Body still deems it of merit to periodically bring up."
