RECOGNIZING that since its formation fifteen years ago, the nation of Woonsocket has contributed overwhelmingly to the 10000 Islands through civil service and to the international community through military service as a long time member of the Ten Thousand Islands Treaty Organization (TITO),

ACKNOWLEDGING that Woonsocket served with distinction in the role of Chief Executive and Founder of the 10000 Islands for nearly three years where he oversaw sizable regional development and demonstrated competent diplomatic skill which allowed for the creation of several treaties with important allies, such as The Rejected Realms, and cemented the alliances of the 10000 Islands with regions around the world,

AWARE that the military contributions imputed to Woonsocket are voluminous and include being a highly decorated defender in TITO for nearly a decade and having completed over 430 deployments; in this capacity he has been given the rank of TITO Knight Fleet Commander after serving as a TITO Tactical Officer for two years and have been decorated many times including with the Soldiers Medal, for dedication in military conduct, the Woonsocket Bronze Star, the Meritorious Service Medal, for consistent merited service, and the South America Defense Medal,

COGNIZANT that Woonsocket participated in 10 refound operations, in which founderless regions were restored once again to peace and tranquility, including the refounding of USA, The Skeleton Army, Beyond the Sea, Australia, Natan Region, Animal House, Hogwarts, Urbanites, Greece, and United States Congress,

PLEASED that Woonsocket deployed in support of operations in Feeders and Sinkers alike in the interest of maintaining lawful regional governments and protecting them from coups, this includes support of the region Osiris, assignment to The South Pacific during course of the Milograd coup in 2013 and his role in Lazarus during the coup of 2015,

OBSERVING that Woonsocket served an 11 month tenure as Minister of Immigration in the 10000 Islands, during which he guided regional recruiting policy and oversaw a population increase to an all-time regional population record for any region that is neither a feeder, nor a sinker on November 17, 2011 with 2,200 nations, including receiving 17 different immigration awards and various distinctions including the 10000 Islands Immigration Medal of Honor,

IMPRESSED that, according to 10000 Islands regional scholars, the government of Woonsocket has sent 133,173 manual recruitment telegrams as a regional recruiter while recruiting a grand total of 4,669 recruits to the 10000 Islands,

NOTING that Woonsocket was awarded the Legion of Merit for demonstrating an exemplary record of service to the Islands or the world and the Heart of the Islands trophy for nations who embody and exemplify goodwill,

FURTHER OBSERVING that while serving as Delegate for 6 months, Woonsocket helped to set the standard for voting on every World Assembly proposal, something which is sought after by subsequent 10000 Islands Delegates to this day,

WISHING to celebrate and preserve this legacy for the international community and future generations,

HEREBY commends Woonsocket.

I think you pressed enter by accident between "for" and "support" (or the formatting of that clause makes no sense), and forgot to double space between these two clauses. Also, you end these clauses with periods when you use commas in all the other clauses.

Why is the -list above double spaced between items, but this one is only single spaced? There doesn't seem to be a difference in text length. Keeping in mind that this is a list, and therefore you can format it differently from the rest of the proposal, I would suggest using commas at the end of each item instead of periods, just to maintain consistency.
NOTING that Woonsocket has held various other roles such as Senator of New Republica South, where they were responsible for increasing political activity, and has held the position of Regional Reserve Chairman, where they provided groundbreaking incentives to nations wishing to join the 10000 Islands, which included their creation of an homesteading program,

Why is the SC expressing an opinion about something that TITO scholars did in a proposal about Woonsocket? If you're citing a source the clause should read "IMPRESSED that, according to 10000 Islands regional scholars, the government of..."

I really couldn't have nitpicked this any better than the post above me, so good catches! Also, this is pretty well written otherwise Sargon and Woon is definitely deserving.

I would remove the TITO 1500th Mission Medal, TITO 2000th Mission Medal, 10 Year Anniversary Empire of Power Medal, TITO 2500th Mission Medal and the TITO 3000th Mission Medal as they don't reflect individual accomplishments so much as landmarks for the organisation. Instead i'd reference the three coast watcher eagles he's earned.

Looks pretty detailed on first read, maybe too detailed. You could possibly lose all the various medals awarded and replace with a more general description e.g. “awarded numerous service medals”.

Overall though a good draft proposal.

Edit. Sorry just realised that I’d been reading Eumaeus’ critique of your original draft, not the draft as it stands now. Scrub what I said - put it down to tiredness.

The proposal is quite long currently. While there's a balancing act between being a wall of text nobody will read and being complete. I'd highly recommend cutting what can be cut without being to the detriment of the thoroughness of the proposal as a whole. To that ends, I'd cut both these to generic filler lines. They've been hashed and rehashed so many times before anyway.

The combination of using the actual list and the '-' looks not at all good to me. I would put everything in a single list and have the medals be a sublist. "including with the..." is awkward grammatically. I would just say "including:" At the very least swap out the ellipses, which should never appear in a WA propsal. Given the length of the proposal, I might just write the awards out in a comma-separated sentence rather than using whole lines to list them. I might also reduce the details related to each coup.

I think I would combine the minister of immigration stuff/imigration award with the next line about the number of recruits he's gotten. So the proposal might be structured: executive level TITO achievements, military achievements, and recruitment achievements. Again the '-' fake list things looks really ugly IMO, I would highly suggest you use the list function instead. Alternatively, being so reliant on lists feels a tiny bit lazy, as ideally a proposal creates a narrative rather than just a bullet point of what they've done. I might try to break up the civil achievements into three major clauses and describe them in each clause without using a list.

I find the wishing line to be a bit weak myself, but personal preference may vary. Overall I would focus on reducing length a bit while preserving the content .

Yeah, I think it looks pretty good now. Might want to bring in a pendant for a nuts and bolts grammatical/clarity in writing read through but I think it's much better than the previous version.

COGNIZANT that Woonsocket participated in 10 refound operations where founderless regions were restored once again to peace and tranquility, these include the refounding of USA, The Skeleton Army, Beyond the Sea, Australia, Natan Region, Animal House, Hogwarts, Urbanites, Greece and United States Congress,

PLEASED that Woonsocket deployed in support of operations in Feeders and Sinkers alike in the interest of maintaining lawful regional governments and protecting them from coups, among these are the Osiris Defense Medal for support of the region Osiris, The South Pacific Liberation Medal for assignment to The South Pacific during course of the Milograd coup in 2013 and the Lazarus Liberation Medal for their role in Lazarus during the coup of 2015,

OBSERVING that Woonsocket served an 11 month tenure as Minister of Immigration where they guided regional recruiting policy and oversaw a population increase to an all-time regional population record for user created regions on November 17, 2011 with 2,200 nations, including receiving 17 different immigration awards and various distinctions including the 10000 Islands Immigration Medal of Honor,

IMPRESSED that, according to 10000 Islands regional scholars, the government of Woonsocket has sent 133,173 manual recruitment telegrams as a regional recruiter while recruiting a grand total of 4,669 recruits to the 10000 Islands,

NOTING that Woonsocket was awarded the Legion of Merit for demonstrating an exemplary record of service to the Islands or the world and the Heart of the Islands trophy for nations who embody and exemplify goodwill,

FURTHER OBSERVING that while serving as Delegate for 6 months, Woonsocket, helped to set the standard for voting on every World Assembly proposal, something which is sought after by subsequent 10000 Islands Delegates to this day,

WISHING to celebrate and preserve this legacy for the international community and future generations,

HEREBY commends Woonsocket.

I have a few grammar related comments of varying importance:

Something wonky is going with that "deployments,in". I think a semicolon would fit well there. You put a "for" when I think you meant "the". There's also a space after that last comma.

I did some basic edits. Your lack of an oxford comma disturbs me. Also, it wouldn't hurt to ad region tags here.

This clause is kind of awkward because the second half of it is a list of awards as opposed to a list of deployments as implied by the first half.
