This resolution was at vote between the 26th of February and 2nd of March, 2019.
It was defeated by a margin of 7,802 votes (about 55%) to 6,315 (about 45%).

This proposal has been filed to the Security Council Commendation Board.
NOTE: at 2347 BST on the 25th of February 2019, this proposal reached quorum with Goncar's approval, the 79th all told

Whilst I am aware that I previously submitted a Commend The North Pacific proposal that was defeated by a 58-42 margin back in March 2017, you will have noticed that this new draft is at least slightly superior to its previous iteration.

THE SECURITY COUNCIL:

BELIEVING that [region=The North Pacific] (TNP) serves as a shining example to the world in the art of combining freedom with security, especially after recovering in the past from coups d'état executed by the likes of Great Bight, Pixiedance/Gracius Maximus/The Minister, The Crimson Order, Shoeless Joe and Durkadurkiranistan I & II (many of which are cited by past Security Council resolutions; see SC#33, 34, 49, 63, 129, 168, 169, and 269, for instance);

RECOGNISING Blackshear to be the drafter of TNP's inaugural Constitution, one of the first of its kind in the multiverse, passed not long before UPS Rail (followed by Great Bight) tried and failed to align TNP with The Pacific over much of July 2004, halted only by a combination of ejecting their own allies along with high-ranking members of the old government, and Ballotonia/Better Times' exploitation of international etiquette guidelines;

CONVINCED that, in spite of near-constant political turbulence both internally and externally - including its suspension by a stacked Pixiedance cabinet the following year - the Blackshear Constitution, ratified after the fall of Great Bight by Thel DRan, and its successors has helped guarantee that TNP remains a free and open region that respects national sovereignty, the rule of law, and the superiority of the legislative branch over its executive;

ADAMANT that TNP's in-house Security Council - a close-knit group of trusted and influential residents, responsible to TNP and its constitution, which oversee the region's security and respond to threats as they arise - has also been an influence in guarding the region from significant danger in the last decade, to the extent that it has now been replicated in many different forms with great effect, from the Council on Regional Security in The South Pacific to the Viziers of The East Pacific;

ADMIRING TNP's revolutionary and highly motivating endorsement trading scheme, which has not only aided in TNP's retention of newcomers and - through increasing the number of endorsements on its WA Delegate, the highest of any region, and its Security Council - overall regional security, but has also been a role model for many other such schemes within many feeders and in the multiverse at large, thereby reducing the risk for many regions of their ilk being fatally couped;

RECALLING that the North Pacific Army (NPA; once one of the great defender forces of the world, especially through its membership in the Allied Liberation League and Alliance Defence Networks, two of the most formidable such groups) was reconstituted in 2012 at a time when military operations amongst feeders and sinkers were rare; its new, more independent alignment has paid dividends over the following years;

CONSIDERING how the modern NPA has both defended its allies in some of their darkest hours - The South Pacific from its Socialist Republic/Milograd in 2013, Osiris from Gatesville later in 2013, Lazarus from The Pacific in 2015, as well as more vulnerable allies such as Stargate and (whilst a protectorate of Equilism) Warzone Europe on countless occasions - and contributed to invasions upon regions that previously posed major threats to the multiverse as a whole, such as NAZI EUROPE in 2014;

ALSO CELEBRATING other matters of style in which TNP has taken the lead, such as in its satirical religion of Flemingovianism, which requires its observants to worship the nation of Flemingovia (Commended through SC#182) as a god and - at least in part - arguably epitomises the sense of fun and enjoyment that is so often to be had in TNP;

FURTHER NOTING that - through The Northern Lights, The North Star, and the Northern Broadcast Service today, and the legendary North Pacific Wire previously - TNP has consistently endeavoured to keep its residents up to date with many items of news pertaining to their region and the multiverse, in formats that have (directly or indirectly) moulded the state of countless other such services today; and

CONCLUDING that TNP's actions, both within and beyond its borders, have been so influential towards maintaining multiversal peace and security, whilst at once inspiring many of the regions that have made an example of it to uphold a democratic mechanism of governance, that it can only merit the highest honour that can possibly be bestowed upon it by any body:

Some edits. Changed all the [region=] codes to ones that work (if there's more to those let me know, seemed weird, maybe a WA thing I'm not familiar with), removed some of the /'s to make it easier to read, removed "especially through its membership in the Allied Liberation League and Alliance Defence Networks, two of the most formidable such groups" in reference to NPA since it seemed a little tangenty, removed lots of commas that seemed weirdly placed + shortened a few sentences so you don't run out of breath without the commas, changed "independent leaning" to "more independent alignment" since there's no real leaning about it now, might've been before though. Removed "the largest of the world's five feeders" since that could change, wouldn't age well if this passed. Removed " especially towards those community leaders wishing to rebuild their regions," since that also seemed to yap on a bit, though I'm still not entirely satisfied with that bit. Added "satirical" to the description of Flemingovianism, since I think that's probably the most important part of it. Added the Northern Broadcast Service to the list of news publications. Changed Northern Light to Northern Lights, since that's the proper name.

Also made lots of smaller changes. Feel free to exclude some, or all of them, most are just little changes in wording to ease reading. I can't find any holes in the facts of the proposal. I might've left some mistakes in the text from how much stuff I changed.

  • At least two of your slashes has been removed, especially in light of Milograd's... less-than-stellar behaviour as Milozoldyck; this draft was originally written in November 2018, when Milo's DOS had just been lifted, but has only now been published. "The Pacific/New Pacific Order" has also become simply "The Pacific." A few other grammatical changes may have also been made here, who knows? :P
  • The sidenote on the NPA's old defender affiliations is intended as a small historical note.
  • Your suggestion on the NPA's "more independent alignment" has been taken onboard. So has your suggestion on "the largest of the world's five feeders" and "community leaders." In my infinite wisdom, I wrote in my original draft that their stance had paid off "over the preceding years," which has also been corrected!
  • Your suggestions on Flemingovianism, the NBS and the pluralisation of The Northern Lights have all been taken onboard.

Pretty certain TWP was the first GCR to implement a security system such as you describe for TNP. Happened when TAO was Delegate and that’s more than a decade ago.

Whilst I am not attempting to imply that the TNP SC was the first of its kind, I would be happy to admit that it was at least partially influential for those similar schemes formed afterwards in other regions.

I am aware of that much. However, Unibot did not seek recognition as Unibot for my original draft of Commend TNP, out of concerns that the region's delegate (Plembobria, who ultimately abstained) would vote against a proposal co-authored by a nation that they had officially banned. I am happily willing to presume that identical circumstances will apply if and when this proposal reaches the voting floor; whether it does, or does not, pass in the end will fall to the remaining WA members states.

TNP has come to the defense of Stargate on at least two or three occasions. Might be worth mentioning, though I can't recall all the details.

Yeah, we keep an eye on Stargate at all times. We used to give WZEU the same treatment, while it was still under Equilism. The most recent occasion is reported here.

The former, because I don’t believe you can use superscripts in a submission. I’d say add links to the resolutions you’re referencing in the text of the proposal, but your proposal is already quite long. I don’t think it loses anything without the references.

Hi Tin, I don't consider my contribution here to be significant enough to require recognition. It's a political headache for you that you shouldn't have to deal with.

My first WA resolution was rewritten very significantly, more significantly than this proposal, by a chap named Sydia who was a very thoughtful and kind delegate of the North Pacific at the time. He never asked for a co-authorship: he did it purely because he enjoyed assisting newer players in getting started. If Sydia hadn't offered his help, I probably would've abandoned being a GA author altogether.

Did you mean the CRS for TSP? TSP's Local Council is a mechanism for gameside governance and representation, not security.

Any misgivings I may have about the NPA's role in raiding TNR is vastly outweighed by the good work they have done as defenders elsewhere, and the good work of TNP as a whole. I can ignore a minor stain on their record. No region is perfect. But then again, I'm from TNP, so I might be biased.

A major difference between TNP's Security Council and TWP's Guardians is that (to the best of my knowledge) the Guardians have always been appointed by and answerable to the Delegate. TNP's Security Council is selected by itself and the citizen legislature, and answerable to the citizen legislature.

TNP of course established its regional influence-based security council December 29, 2008.
