All they did was create a watered down version of a capital punishment ban while trying to severely restrict execution for violent crimes, they are attempting to at least get part of their ban in place and completely ban execution for everything else. This is a blatant attack on national sovereignty, and even if this passed, my nation WILL NOT obey it, no matter what their compliance lackeys say.

The delegate from Tarsonis after waking up in a jail cell for the 6th consecutive night, had finally decided he was going to give up drinking that morning. He had started this day with a new hopeful outlook on life, but entering the chambers and seeing the proposal before him, he rolled his eyes and cracked his flask.

He says, exasperatedly taking his seat, putting his feet up on the desk and sipping from his flask. Pulling out a phone, he sends a quick text message, and in a few short moments dozens of Tarsonian aids with boxes of liquor and kegs of ale begin setting up bars in the back of the chambers. If two people are convicted of similar crimes in similar circumstances, and assessed to be equally culpable, it is unacceptable for them to be treated differently because in one case the nation has exceeded its quota of capital sentences and in the other it has not. This contradicts the basic principles of justice.

THE RIFT GENERAL ASSEMBLY - THE LEIFAR WORLD ASSEMBLY COUNCIL

We, the delegates of The Rift, the city overseen by the Commons Governor, GARNET ROSE. With the representation of the leader of The Leifar World Assembly Council, and its General Assembly, Commons Delegate DEKHAN PERHEI. We of The Rift's General Assembly officially respond to the World Assembly's proposal of PREVENTING THE EXECUTION OF INNOCENTS with the vote of AGAINST. We see fit of the reasons listed below that we vote AGAINST this proposal.

To even begin, a "contradiction" of sorts finds itself within this proposal:

Subject to World Assembly legislation, member nations are permitted to sentence and carry out capital punishment within their jurisdictions.

As it tries it explain, this proposal is to remove the ability of member nations to dish out capital punishments, after the failure of the previous proposal. Yet, as seen in paragraph 8:

No member nation shall carry out a capital sentence on any person which has not had their case record certified by the Division within the last year.

Which, in turn, brings us to the first sentence in paragraph 2:

There shall be created a Capital Cases division in the Judicial Committee of the Compliance Commission, here referred to as the Division, staffed with competent jurists and forensic scientists, to review submitted cases.

Which, in turn, once more, causes a line of removal from the permission and right for Judicial Cases within multiple member nations. Crimes may be defined differently, and the court of nation may not be able to give an appropriate punishment.

There has been multiple loopholes seen within this document. One of such being, if they do not have a Criminal or Civil Court Case Record, they are automatically eligible for the Capital Punishment Court. As well, the defendant may not be in a proper custody due to a LACK of a Peacekeeper Force. Not to say that the Security Council isn't the peacekeeping force, but currently, the World Assembly has no weaponized force.

Finally, if in effect immediately, it may crash all Judicial Systems, thus cancelling hundreds of thousands of court cases across the world. As such, we all wish to make sure that this does not happen.
