I disagree. It's the name of an award, not a reference to roleplay.

This is the intention, yes. I should assume that just because an award has the word Roleplay in it, disqualifies it for being in a proposal.

I agree with UM. The clause refers to the award itself that has been created by Greater Dienstad, not the act of roleplaying. But if the general opinion is that it can't be included, it may be better to omit it in the long run.

What's legal or not isn't decided by democratic opinion. Precedent says that just because it's the name of an award does not allow you to break R4, therefore I would say it is illegal.

Commended by SC 236,

That ruling was a real pain in the ass. The way around it is to refer to the awards ceremony without the offending name, however I'm not sure that the argument is worthy of inclusion in a commendation anyways.

I'm very happy to see someone is pursuing a commendation of Greater Dienstad. One of the strongest RP regions in NS.

Full support once this resolution is amended so that its legality is unimpeachable. They deserve it more so than some regions that have been commended.

Please select wording that does not imply that Greater Dienstad is in any way responsible for IIWiki itself as a website. I get what you're trying to say (its body of work that exists on IIWiki - unless you do think IIWiki came out of GD) but the wording looks more to me like you crediting it to Greater Dienstad.

Thank you!

You've made some serious improvements since the last draft I read. However, try to read it from the perspective of someone who knows nothing about the region and is trying to decide whether this region is truly unique and has earned a commendation or is just another random region which a random nation possible associated it with it is trying to get commended.

RECOGNIZING Greater Dienstad as one of the most active regions in NationStates involved in and encouraging involvement in multiple arenas of national and international interactions, including historical events, social media, political alliances, war, diplomacy, trade and the fight against terrorism;

Best practices would be to start your resolution with

The World Assembly,

Blah;
Blah;
Blah.

I also suggest linking to the region (e.g. RECOGNIZING Greater Dienstad as one...) in your first mention of the region, and linking to any nation in your first mention of any nation. I'm not a fan of capitalizing the entirety of the first word (why?) and definitely recommend not bolding or italicizing if you were considering it. Substantively, this is by far the strongest opening line you've had.

NOTING that the region's legacy is one of perseverance in the face of disaster, demonstrated by their revival from inactivity after the Black Riders' raid of the region;

While this sentiment is probably okay to be in the commend, I really don't think it should be your second argument. Considering your first line is a summary, your kind of saying this is one of your strongest argument for a commendation, however, many regions have over come raids, definitely drop this line down two or three rungs. You might also loose some defender votes for this line, as it could be taken as Black Hawk propaganda. I suggest removing the name of the raiding region.

APPLAUDING the painstaking efforts taken by the nations of Greater Dienstad when they hosted the NS World Fair's fourth edition (NSWF #4), participated in by over 30 regions, more than 150 nations and the efforts of the region in the NSWF #4 in saving Christmas and the fostering of international unity in making sure that everyone had presents under their trees without fear or delay;

This is a good argument.

APPRECIATING the region's encouragement of organizational, diplomatic and international events, which has been mentioned in the commendation of The Macabees (SC Resolution #237) and Lamoni (SC Resolution #100), who are longtime residents of this region;

UNDERSTANDING that Greater Dienstad serves as a distinguished region for teaching diplomatic conduct, scientific advancement and policy negotiation, as well as allowing nations to create and stand by their own moral and cultural roots and bases by promoting independence;

AWARE of the region's policy to teach, train and help new nations develop skills required in the difficult arts of international affairs, treaties and furthering scientific and cultural advancement without enforcing their own practices onto the nations;

These arguments are the heart of why the region is commendable and I think these should be your leading arguments. Personally, I would combine Understanding and Aware into a single clause and make it the leading argument (e.g. where you currently having surviving a raid). The more specific details you have about teaching (that stay within R4) would be great. You could also combine the appreciating clause into this as well by closing with "as demonstrated by the success of two longtime residents The Macabees (SC Resolution #237) and Lamoni (SC Resolution #100);"

FURTHER AWARE that the region actively participates or assists in the organization of inter-regional symposiums, exchanges and events for furthering education and literacy into the above mentioned topics, and brings together nations of multiple scientific, cultural and religious backgrounds, to provide assistance in nation and region development, without influencing their national or regional politics;

Getting a bit redundant here, perhaps due to the lack of specific examples, it's hard for me to understand how this is separate from the previous few clauses.

COMMENDING the region's resilience, determination and grit after the devastating War of Golden Succession, which was among the largest uprisings witnessed in history, and noting that the region handled the aftermath of this War in the most stable, creative and restorative way possible;

COMMEMORATING the lengths to which the region supports free trade and democratization of demonstrably harmful autocratic regimes in the results of the Great Dienstadi Battle;

NOTING that even after such gruesome wars, Greater Dienstad chose to be barrier free and allow new nations to settle in and contribute to the region, making it one of the most accepting, welcoming and open communities;

FURTHER NOTING that Greater Dienstad has created an environment of scientific and strategic advancement with its rapid development of and research in wartime and industrial technology, which nations across NS can be a part of, via trade and other diplomatic ties;

AWARE that Greater Dienstad's many wars have been on the support of humanitarian grounds such as elimination of Gothic slave trade, safety of free international trade routes, providing maritime safety from pirates, and maintaining and protecting a healthy and peaceful trade environment;

I realize that this is one of the premier RP regions and so some RP in the commendation is needed, but know that too much of it isn't going to win you many voters. This is because its easy for some 5 nation region to RP a bunch of stuff, but that doesn't mean it was done with high quality. What you're really trying to do here is convince a voter who may not be aware of the region that the RP is truly high quality. I'm not saying you can't include any RP, I've included RP in one of my commendations (Commend Zwangzug) but know that It's tricky. I don't have any specific suggestions, but if you can I think you would be better served by bolstering the specifics in the teaching clauses and cutting and combining with the RP stuff. One or a few truly original (and possibly amusing) RP events is another popular and effective way of going about this

REALIZING that these actions capture the spirit of the Security Council itself;

I think this sort of closing sentiment is okay, but I think you would be better served if you picked a few 2-4 word summary points eg. "Convinced X, Y, and Z capture the spirit of the Security Council itself;"

HEREBY Commends Greater Dienstad.

There's no need to capitalize commend.

I think you also need to make sure each of your starting adjectives are unique (look at other resolutions for some ideas) you currently use "Noting" twice, and "Aware" twice (along with "Further Aware" and "Further Noting"). I also hate using the starting adjective of "Commending" in a commend, it's redundant, unoriginal, and exposes yourself to R3 questions.

Thank you so much for your insightful comments and help, Ransium. I hope the current draft is more to what seems appropriate. I reduced some of the verbose, so it is a bit shorter now, and got rid of some of the clauses which were redundant or vague.

The region as a whole has been involved in mentoring and helping new nations, the names were just a few of the examples who have made guides. Others encourage participation and use that to promote new nations to learn about better RP practices.

I concur. The region's prominence and persistence as one of the top role-playing regions on NS is also a worthwhile consideration. If we commend regions for exemplifying particular aspects of the site's mechanics, as we do with many defender regions, it makes sense that we should commend those who role-play and educate new nations on role-play. While historically the SC has been somewhat more reluctant to pass those sorts of commendations, I definitely believe it's warranted in this case and that, if brought to vote, it would pass.
