You're mistaken. A liberation blocks/removes all delegate-imposed passwords, regardless of who is in the position. The only thing it doesn't affect is founder-imposed passwords.

No. No, you can’t, and this is why it’s so critical to pass this liberation while there’s still a window to save the region.
In=character, Kaboomlandia is a World Assembly member and abides by its resolutions. If this nation isn't in the WA, it's for practical reasons.

This "liberation" will not go unchallenged! We have a right to migrate, and we will defend that right to the death! And if it means that we must start banning natives until the region is accepted as our home, so be it!

There are fifteen on the list.
The first three on that list are a joke, and shouldn't be there.
Greece has a founder.
The last five are dead regions.
Which leaves six of fifteen liberations that you might consider worthwhile.

Liberations mean that the region will always be open to be raided, which makes it difficult to have a healthy community. So I'm against.
