"Liberate KR" has a goal that is reasonably related to the Liberation function however (leave the region open to invasion in an indeterminate future).
This just means to condemn TEP. One could have submitted it as a Condemnation and it would've worked perfectly.
That wasn't true for previous 'symbolic Liberations' (e.g., Liberate The Security Council), imo.
Also, seeing as how we passed Condemn Wrapper, I'm not entirely sure why someone should be so opposed to nonserious resolutions
