Did you not read the KR liberation?

"Liberate KR" has a goal that is reasonably related to the Liberation function however (leave the region open to invasion in an indeterminate future).
This just means to condemn TEP. One could have submitted it as a Condemnation and it would've worked perfectly.
That wasn't true for previous 'symbolic Liberations' (e.g., Liberate The Security Council), imo.

But it's a GCR, which means it is open to being coup'ed. There's symbolism there- it's liberation from the regime in the charge, not condemnation of the region as a whole.

Also, seeing as how we passed Condemn Wrapper, I'm not entirely sure why someone should be so opposed to nonserious resolutions

Very weak symbolism. It doesn't even call for a removal of the government.
It's not much different from Condemn The Pacific (which, at least, had one clause which urged the inhabitants of the region to remove the NPO). Would it have been fine to submit the exact same text of that as 'Liberate The Pacific'?
