Our nation hasn't said anything to the contrary in this debate. We fully acknowledge that a member state could comply with this proposal, for example, by owning a prison and outsourcing certain functions (e.g., cafeteria management) to private companies or by entering a 99-year lease with a private company that has built a prison facility.
The effect of this proposal is to prevent private actors from being owner-operators of prisons. However, other arrangements, including public-public partnerships, are perfectly permissible and even contemplated in the proposal (see section 6).

Barbariax, similarly to other nations, notes and appreciates the honesty of the resolution's author about the nature of this resolution. As Kenmoria noted, the resolution becomes almost meaningless, although it is still a bad resolution and Barbariax will maintain its Against vote.
