The wording has been modified slightly (mostly in clause #4), and this has now been submitted: Delegates, please approve.

I'll be carrying out a TG campaign, this time around, too.
A diplomatic mission from Bears Armed, formerly stationed at the W.A. . Population = either thirty-two or sixty-four staff, maybe plus some dependents.

I’m always happy to discuss ideas about proposals, particularly if grammar or wording are in issue. I am also Executive Deputy Minister for the WA Ministry of TNP.
Kenmoria is an illiberal yet democratic nation pursuing the goals of communism in a semi-effective fashion. It has a very broad diplomatic presence despite being economically developing, mainly to seek help in recovering from the effect of a recent civil war. My Dear Bears Armed Mission,
Allow me to extend my sincere gratitude for your proposal, it was received with open mind and heart. Your affections are appreciated and I will cherish always the manner in which you expressed yourself. Truly, sir, you are a gentleman. With these sincere and positive thoughts having been acknowledged, I must now acknowledge other universal truths. I have no desire to besmirch your honour, good sir, but previous suitors have declared their intentions with more spirited prose and more binding expressions of desire for my security, growth, and well-being. While fanciful, your proposal does not seem to reflect any genuine passion to bring deeper meaning into my life and has failed to touch my heart.

For these reasons I must respectfully beseech the gentlemen and women of The North Pacific to vote Against your proposal.

Our WA delgation is making an AGAINST vote. We have no clue what kind of language this resolution is at and the General Assembly should not be in the business of involving itself on our politicians and citizen's attitudes. People should have the RIGHT to be prejudice if they want to. If they form their own opinions, they have therr own will.

A sound to order is called as the General Assembly rebounds with divide over this contentious vote - a man who has not yet spoken, nor has been seen in many years presides at his nation's seat. He is not as finely dressed as most of the delegation - his suit is clean and neat, but worn, as if exhibiting an aura of exhaustion. Salt and pepper lines his receding hairline, with his mustache drooping off to the sides of his trimmed beard. His piercing brown eyes look through aged spectacles and stare at the World Assembly insignia against the wall; with a silent nod from the Chair, he sighs.

Chairmain of the General Assembly: "Let the representative, Lord Mórdhre Wytháwaec, General of the 7th Royal Dunadin Rifles (retired), of the United Kingdom of Nolangradskya, rise and speak on behalf of his respected nation."

The General Assembly is quiet as Lord Wytháwaec rises, a covered cough can be heard as he presses the button to speak through the microphone.

Lord Wytháwaec: "Thank you for allowing me the floor, as it has been many years since I last spoke within these hallowed halls - though much has occurred over the many years, I have been called upon to the world's floor in a familiar setting. Nolangradskya is now at peace, our civil war soundly resolved, and the Eastern Walda Bloc no longer stands at our doorstep conspiring against my fellow citizens. Victory was made not only through persistence, but through vigilance in our darkest hour - and in that hour, the bravest men and women of my country endeared upon us all the greatest sacrifice for our continuity. In no small form can it be said that Gradskyans do not know loss. It is our very essence and being, we have built everything upon loss in the hopes to build anew - and we have seen what open gestures of perceived kindness may bring."

His finger taps on a copy of the proposal, each tap seems almost purposely timed, as if the beat of a war drum.

Lord Wytháwaec: "Earlier it was said that this proposal lacked teeth, I very much disagree with that assessment. The language brought forward here today stipulates the condition of expectations, and these requests to de-centralise power, and give them to the masses is without question, a dangerous proposition. The words attempt to delegitimize nations who have a difference of power - and attempts to portray societies without complete democracies as incapable of listening to the people. It ignores the threat of foreign interlopers, and lobbying power - democracy, without significant oversight, is a dangerous principle. I love my country, and its people - our Prime Minister, elected by the Party and chosen by the delegations of their committees does not rule alone. There are bureaucracies and agencies devoted to oversight, corruption and ensuring the rule of law is upheld - yet, this very document [He shakes the document vigorously] would unquestionably undermine our ability to rule....

I am honest man, and I say this unflinchingly, these words scare me considerably, as it is a declaration which would destablise whole regions. If we let democratic upheaval breach our administration, our society would factionalise and potentially break apart - leading to untold death, war, and conflict in the region. This would be the legacy of this document, and if anything, I am a man who has seen enough war in his lifetime. With all my heart, I am voting against, and my decision rests upon this with no reservation."

Lord Wytháwaec sits down, and takes a deep breath.

"We as a people, know and truly value the freedoms we have today. We have fought, countless times, shedding blood and sweat to ensure the freedoms we enjoy are upheld so that we may enjoy them in peace.

However, we understand that an individual's opinion may be theirs and that they reserve the right to hold that opinion, but, we, as a civilized society, must remind ourselves, that, one opinion may not be upheld over another whether it may be due to the discourse or the context of that opinion... furthermore, our country has prided itself on making significant decisions backed by fact and with equity for all peoples. Whenever new migrants settle within this great land we call home, a key fact is emphasized, as we all know through our experiences living here: While societal norms and laws may be different from their home countries, upon accepting the offer to have the right to live here within Palisede, we must heed the laws of this land. As such, we must also be accepting of those different to us who live within this great nation.

We understand that there may be laws or statutes that we, both as individuals but also as separate cultures and nationalities may be indignant towards, and as such, we go about changing this through petitioning, discussion, peaceful protest and other ways to have those things changed. As such, we give pragmatic and equitable reasoning to our arguments in order to put the motion or perspective across.

We must not allow unilateral force to rule over a country settled by many nationalities and cultures. At the same time, we, as parliamentarians, here in this chamber today, must govern for the people. As they vote and pay for us to be here. As such, it is imperative this solemn rule be upheld: "the government is of the people, by the people and for the people, regardless of their background."

Therefore, in the best interests for the nation and for our collective security and prosperity and also our region, but also our individuality and freedoms, I recommend to those sitting before me, should abstain from voting for or against this motion from the World Assembly.

With all due respect to the right-honourable representative delegates from the renown land of Bears Armed Mission, we feel this measure, although well thought out, clearly articulated and with only the most lofty goals, lacks the fundamental right each nation-state has been endowed. I speak of the right of self determination.

Who are we to judge the culture and processes of another land when we would fight to the death the prevention of just such an act within our own borders?

Let it be clear, we heartily agree there are universal 'rights' and codes of conduct established, but the 'right' to impose one groups values upon any other group is not one of those 'rights'.

We remain firm to the cause of the democratic process and representative democracies around the globe. However it is with this simple principle in mind, we have to respectfully cast a 'NO' vote on this General Assembly resolution.

"As much as I can appreciate the need for government transparency and concern for the well-being of the commoners, there are three major issues with this proposal. The first, as the representative from Floydrose has so eloquently stated, is the infringement upon the sovereignty of the member states of the World Assembly that this bill entails. The second is that, quite simply, my family is superior to the common rabble. We have the mandate of God to rule, after all. And finally, this proposal is very disrespectfully and unprofessionally written. The representative from Bears Armed Mission says that 'it is highly unlikely that the sun actually shines forth from any portions of our anatomies'? Very well. May I recommend that the representative receive a truncheon up the part the anatomy where the sun does not shine?"

I, as the elected leader of Liberis Civitatibus, support the ideas this proposal supports. However, as supported by many other nations, this action is toothless (even by WA standards) and wastes the time of the voters of the World Assembly. Thus, I vote against this space-wasting proposal.

The following statements have been made and issued about the current bill in the debate hall "Pride and Prejudice":

HM Renfro: I appreciate the effort put forth, and I agree that everyone should always be critical of their government no matter how incorrupt it may be. However, the bill proposed to the General Assembly simply does not enact any real action. "Urging" others to think critically is NOT affirmative action and does not require a bill to achieve. It's simply too vague and does not cause any real, definite action. Against.

LM Konejetti: I concur with Head Minister Renfro. Good intentions do not cause change, good actions do. Against.

RM Hyatt: My issue with the bill is not the fact that it doesn't do anything, but because it implies that non-democracies are considered morally wrong when many nations have made an excellent stride in Civil Rights without elections. Perhaps we shouldn't demonize nations that aren't inherently doing something wrong. Strongly against.

It is abundantly clear that the nation of Nerdherdia is not in support of this bill. So, as ruled by HM Renfro and put forth by FD Jordan, Nerdherdia will vote against "Pride and Prejudice"
