No, it was never a comment on the quality. Here's my original comment for reference:

From the context, it's quite clear that the aforementioned 'World Space Administration situation' refers to a last-minute vote swing that results in a proposal passing by the narrowest of margins. I was stating that unless such a vote swing occurs to this proposal, we can assume that it's going to fail.

I understood the surface intent, just wanted to be sure I wasn't missing any sort of "buried meaning". Thanks for clarifying just wanted to make sure I 100% understood.

Our proposal has failed to pass this assembly, losing the vote 7,919 votes to 7,503 votes.

While disappointed we like to look at the positives, we won the vote among the individual nations by roughly 400 votes, for brief periods of time there were more "for" votes than "against" votes, for the vast majority of this vote it was close within 1% to 5% even at times being 49.9% to 50.1%.

I'd like to thank every nation that voted for this proposal, and those who voted against while still providing constructive feedback alongside their opposition.

Last, but certainly not least I'd like to thank Araraukar for their guidance, their support, and for turning my idea and ramblings into a proper proposal.

This proposal may have lost here, but I don't believe it to be dead yet. I have heard the voices of opposition and it appears the most prominent concern that is shared by many nations is the concern that nations are not required to pay their invoices. I will be working on a new draft that will have language requiring nations to pay their invoices in a timely manner and reiterate that when the traveler returns home their nation of origin may still hold them liable for the costs of their care (other wise it will be the same proposal). I believe with these changes this proposal can be passed, and in due time I will introduce this new version.

But for now I again thank everyone for their time, their assistance and their feedback during the drafting and voting process. Even if you didn't vote with me, you have been valuable to this process and you have my thanks.

This is what I call a positive and diplomatic attitude. Undoubtedly the issue covered by your proposal is a very interesting one, hence the alternation in votes (and the adjusted final result). Two things have been demonstrated: Firstly, the high interest of the World Assembly on health issues (which is gratifying) and, on the other hand, the expectation left by this proposal and your intention to make it clearer in terms of the payment (I am sure that if this one gets improved, based on the suggestions highlighted here, it will be approved).

Personally, I congratulate you and those who helped to elaborate this proposal. I'm glad that you will continue working on it. If approved, it will provide a reasonable basis for further legislation in this area. Plus, in addition to proposing the search for explicit methods to guarantee payments, and avoiding the promotion of medical tourism (in a harmful way), I suggest that the objective of the next proposal should continue to be to strengthen the capacity of the WA and its members to adopt a human rights-based approach on healthcare, with intellectual and technical leadership, ensuring quality and universality. :)

Too bad this failed.

We have a sizable military base in a neighboring WA state. We were planning on using this resolution to make them pay for all our soldier's medical emergencies. Oh well :(
