I wrote it before Rule IV as a tongue-in-cheek mention of "international incidents" as literally the phrase, in international incidents, as in,.. in international conflicts. I always had the intention of writing the resolution with roleplayed language. I don't believe the phrase to be illegal, but the mods love to correct me (as the most deleted quorum-reaching author of all time ). The phrase stays until I see a widespread ban on the phrase like 'feeder'.

Because of a curious misunderstanding, I submitted "Commend Bergnovinaia" (twice, might I add).. but I've decided to pull it from the proposal's list, because today really isn't a good day for me to submit the proposal. Thanks to those seven delegates who approved the proposal, and the other like fifty delegates I contacted about it before I realized I was under no obligation to submit today.
