I'm pretty sure it was created in order to ape off of the Pacific, long before any of the other feeders were created. It just so happened that eventually, the admins created TSP and thus a region that shared a name.

Did anyone ask in Moderation for it to be stickied? I didn't see such a request, though it's always possible it was missed. We are very good at stickying threads for the SC and GA promptly, but we certainly aren't perfect. It looks like this was stickied from 1:22 a.m. until 12:36 p.m. when I unstickied it. Since I was at it anyways I stickied the other proposal, also at 12:36 p.m. It has nothing to do with importance. We really don't see any difference between one legal SC proposal and another.
