The collective books, binders, folders, and loose papers scattered around the chamber are kicked up in a whirlwind, spinning around each other as they gradually take the form of a humanoid figure. The aberration reaches out and snaps its notebook hand over Ambassador Geist's black hat, donning it. The paper and plastic automaton inches toward a rostrum, book feet opening and closing to propel it forward. When it reaches its destination, it tilts its 3 ring binder head at a staff member who is staring, mouth agape. The creature reaches out an arm, causing several pieces of paper to flutter to the ground. The man looks down at the papers then back at the paper monster, which nods. After picking up the pages, the man reads for a few moments. A paper airplane gently crashes into his forehead, causing the man to look up at the paper delegate. He glances at the pages, pointing to the words and then to himself. The abomination continues staring at him as another paper airplane smacks into the man's face. He clears his throat and begins reading the statement.

"As the delegate of The Versutian Federation, I join my regionmates in wholeheartedly supporting this resolution. Knowledge is our greatest asset, and the most important commodity available to us. It should be cherished and protected, and given our varied worlds, interests, and peoples, we have a lot to learn from each other. One curated location where we can all better appreciate the bigger picture does not mean all other forms of record keeping or information disappear. More places to store this information and history can only be a good thing. I am not worried about fire or the ravages of time. Let the paper burn-" the reader glances nervously at the homunculus, "-the ideas and stories they contain can never be lost. We have an infinite means of keeping and maintaining what this central library would look after, and it is simply shortsighted to worry needlessly over catastrophic destruction, or get hung up on the means by which the information is transmitted. This is a laudable effort and I personally look forward to visiting the site and expanding my knowledge of my fellow assembly members. I also encourage each and every one of you to take some time each day and rediscover the joy of reading."

The books fall to the ground with a bang as the papers flutter and scatter around the desk. The conscripted speech-giver picks up the hat uncertainly and trots over to his delegation.

If you meant a completely new proposal, I suggest you post the ideas in a thread of their own, and name the thread as "DRAFT: (idea name goes here)". Our nation has it's own version of an Central Library Complex in our national archives in Dominion Square locked away from the public. It's a very secure and in an underground huge vult. Our nation does support the WA's Central Library Complex among nations because artifacts must be preserved and some nations may not have the capability to preserve their artifacts. There are nations who may have artifacts of other nations and sometimes out of respect the artifacts are returned to the rightful nation. The CLC may be the best way to get the artifact in the security of the proper nation. Nations of Polar Boreal have a rich history of tribal war, revolution, Independence from nations. Texsuccesusa happend to be one nation that has many citizens from all walks of life. Our late and famouse General VonRum of the Northern Patrol wrote a song and sung it with his former patrolmen in a bar in the Northern Woods with bar sovereign. Soon after the song was sung all across Texsuccesusa and has become our National Anthem. General VonRum wasn't famouse until he became a composer across Texsuccesusa. General Vladimir Vonrum's family was from the tribal Islands near by but moved to Texsuccesusa. The VonRum family was one of many familes who left the islands to start a new life. Hardy early settlers like the VonRum family is what makes Texsuccesusa today. Our National Anthem and Constitution are two of the most protected documents in Texsuccesusa's archives. Their are also many works of art and our sovereign nation will be sure to donate a work of art to the CLC and will donate more works of art. The CLC may just become one of our many museums. Lol P.S. Our nation will personally return all artwork we find to the rightful nations. We have so many artifacts.

On behalf My Tri-Arch, I would like to say we think The WA has taken a huge step backwards in terms of progress and innovation. And that, as previously stated, we will be having nothing to do with this absurd idea, and only the fact that it is entirely voluntary is keeping us from resigning from The World Assembly to avoid having to comply with the idiocy contained herein.

We would also like to point out that - were we so inclined - we would have used the past three days (where the outcome of the vote was becoming more and more obvious) to set fire to every historical book, scroll, parchment and other work of historical value, and then - under the terms of this new resolution - ensured that the ashes of said works were preserved to the best of our ability (since that is all we have to do to meet our obligations, apparently).

However, given that it is so toothless and requires us to do nothing that we are not already doing, we aren't going to bother drafting or even attempting to draft a repeal, because we believe this august body has better things to do with its time than pay any more attention to this.

We thank all the ambassadors for their warm congratulations and are delighted that the GA saw fit to pass this resolution. We look forward to working with our fellow nations in making this project a success. In honor of its opening we shall be donating a an entire collection of scrolls containing our nations most seminal works. Thank you all for your support, or for your well honed critiques which allowed us to improve our resolution.
