We have a group of delegates who will rubber stamp any proposal regardless of quality or legality. Add to this those who just saw "ebil raiders" and approved it. Very soon there's a critical mass of lemmings.

As BBD said, the rubber stamp brigade is to blame. It isn't actually the Security Council's fault that quality has been going downhill over the past few years, it's actually the delegate's fault (and kind of Max Barry's for introducing stamps, but we can't blame him for trying to make some extra cash). Many delegates do not stay up to date on WA affairs, and just approve any proposal they get a telegram about, leading to lower standards overall.

The SC regulars and high endorsement delegates can resist most of the time, but sometimes they fail and something low quality makes it through. Both Condemn DENs come to mind as examples. Authoring for the SC used to be a painstaking process that took weeks of drafting just to make it to queue. Now any kid who manages to not violate the rules and has some cash to spend can get something to vote.

What in the world. I have been here a decade and never seen a proposal so poorly written. This kinda piss me off. And were supposed to take the WA seriously? Kinda make me think regions should start creating a bloc and draft their own rules. I am voting this down just for how poorly written it is.

Ugh, I was about to suggest someone proposed a resolution in which every resolution that do exactly the same as a resolution that was just voted against would also be removed from the queue for a week or so but that would just lead to abuse and intentional bad resolutions in order to delay useful resolutions from coming up...

How about a mandatory waiting period of ... X weeks / months preventing new delegates from proposing a new resolution? Not that it will work, but at least it will require a bunch of sleeper delegates and might limit a bit this silly spam. Maybe also put a activity clause, that way the sleepers won't work if they haven't done anything in their states?

On a more serious note, as a fairly new member of the WA, it doesn't make a very good impression when a supposedly serious organization such as the SC lets this kind of things get to the voting booth.
