He is still banned, yes.

He was planning to build a region after his term was as delegate was over. He didn't start the region until a while after he was banned.

We do not question the rights of the assemblies power to commend Mr Thomas. We do however, not support this proposal, nor will we approve if such proposal is passed.

I have cast my vote in favor of passing this resolution. From those voting "aye" I have seen a hearty amount of discussion pertaining to the works and character of Benevolent Thomas. From those voting "nay" I have seen virtually no comment of substance. And I suspect that a number of the big shot delegates who have given this resolution its "landslide" (it's not actually that dramatic) count towards "nay" are voting in this way out of the pettiest of political motivations.
