Without knowing the toxicological profile of a medication, the lethality risk goes up dramatically. If you do know it by something like dosing animals with differing amounts (the FDA uses rats and beagles in trials, which are required, by the way), the lethal risk to participants decreases dramatically. Since people don't join clinical trials when they could die, this also has a significant impact on the number of trials conducted.

I'm still not clear how that is a rebuttal to my argument. To be clear, I agree with this logical construction:
- Assume non-sapient, non-sentient beings cannot give informed consent
- Animals are non-sapient, non-sentient beings (GA 372)
- Animals cannot give informed consent
- Clinical trials must obtain informed consent on all study subjects (GA 82)
- Animals cannot be study subjects since they cannot give informed consent
- Assume animal studies are a vital and necessary component of safe drug development
- GA 372 and GA 82 block a vital and necessary component of safe drug development by barring animal studies
- GA 372 should be repealed to allow safe drug development

If that was the argument put forth in this proposal, I would have absolutely no problem with it. However, that’s not the logic presented in this proposal. Clause 4 posits that GA 372 blocks GA 82 by preventing animal studies, but GA 372 in no way blocks GA 82. Animal testing is not a component of the 'Universal Clinical Trials Act' - not as an explicit regulation and not as an unwritten, foundational requirement. Do both resolutions adversely affect clinical trial recruitment? Absolutely. But that still doesn't change the fact that the logical construct in clause 4 is faulty.

OOC: I support repealing the target resolution, and I'm glad your resolution seems to be passing, IA, but the reasons used in the repeal text don't sound like ones I would support (except the bit about it forbidding medical testing) or that PPU would care about, so going to abstain from voting and instead just wish you good luck and premature grats for passing. ;)

We will support this repeal, on the condition that we don't have to discuss animal abuse again in this assembly for at least the next six months. Even if it means animals could be abused within that timeframe. We are sick and tired of delegations within this assembly repeatedly prioritizing the welfare of animals over human lives.

Response to the post by the obvious puppet. No, clause 4 says that we require, i.e. practically require, animal trials to do lethality testing for the universal clinical trials which we also need.

Universal Clinical Trials says nothing about specifically animals as a subject. You can infer that you can use them but don't have to.

On the other hand, many non-sapient animals do lie, cheat, pretend to be someone they aren't, bluff, play, get drunk and think of sex a lot. If they knew how to vote for WSA, they probably would've.

OOC: I admit that the definition of sapience may be a bit blurred for some of the things above, but if cuttlefish don't count as sapient, they work for all but one or two of those.

"Crumpyville is big on animal rights. Yes, people might call me a dictator, but I truly believe in the preservation of all species rights including animals.", says the President of Crumpyville in an Esperanto accent.
He continues by saying, "As I believe in Animal Rights, I vote NAY to this repeal.", then he finishes by saying,"Stulta besto misuzantoj."

OOC: My nation's main language is Esperanto. "Stulta besto misuzantoj" is translated into, "You stupid animal abusers".

Repeal of this resolution has no effect on the ability or inability of your national parliament to pass legislation on the subject.

Huzzah, the shuttered factories for fly swatters and rat traps can soon be reopened, and those big fences in national parks to protect salmon from hungry bears can be torn down for scrap.

Let's celebrate with foie gras and steamed lobster!

Image Ruling of the Secretariat Image

The Secretariat has received an appeal that the Resolution At Vote should be Discarded due to an Honest Mistake violation, as Clause 2 of the repeal was factually untrue.

After review, The Secretariat has denied this appeal, as it is arguable that the referenced clauses within the Original Resolution could be argued as leading to the detriment described in the repeal text.

As unlikely as I think that interpretation is, I can't say that I'm outraged at this ruling. I'm not exactly thrilled at the success of this repeal, but I am happy I no longer have to outlaw bee-killing.
