Deanson has voted against this resolution. Crime is essentially non-existent in our nation, along with heavy distrust of police forces. This would seem like a complete and utter waste of creds and erratic distribution of the government budget to have to educate the populace on these things when it's not a problem to begin with.

But more seriously, I'd be happy for the limit to actually be at 30% or so, but with much longer time allowed to try and garner approval for quorum. Like a week at minimum, maybe two weeks. Not all delegates log in every day, just like ordinary players, so the current model encourages the use of stamps/scripts to get the impatient/nolifer (do notice that I count myself in the latter category, it's not meant as an insult or literal representation) delegates who often don't think beyond "ooh, I got a nice TG, gonna approve of that". In addition to those who subscribe to Vancouvianism, of course.

That sounds like an awful idea. Imagine all the crap proposals sticking around in the proposal queue for a week or two.

And flooding the queue to prevent a proposal from going to vote...

OOC: I agree with this. An increase to 8% is unnecessary but an increase to 30% is just ridiculous. I have never, in years of playing this game, seen any proposal, no matter how good and regardless of how long it's been in the queue, receive 600 approvals. The quorum isn't an obstacle meant to regulate quality, necessarily. That's the job of voters.

I'm honestly only against this bill because I don't think that citizens should be molded to compliance with the police force, no matter how polite this resolution might make them. It turns the police force into a thing to be feared, to be nervous around, more so than it already must be in the author of this resolution's country.

In general, the Republic of Rosandia stands firmly AGAINST the proposal "Law Enforcement Education" and expresses SEVERE DISAPPOINTMENT at the fact that a clear majority of member states, as of the release of this statement, have expressed support for this proposal. While the Republic of Rosandia APPLAUDS the praiseworthy intent of the proposal to ensure a healthy relationship between citizens and the security forces of their nation, the Republic of Rosandia CAREFULLY NOTES that the "ends do not justify the means" and FINDS that the parameters of the proposed program lead to an overreach of World Assembly authority and are, ASSUMING one can justify that it is not an overreach of World Asssembly authority and that the principles behind are sound, too unrealistic to implement, given the current wording.

In particular, the Republic of Rosandia is opposed to following features of the proposal:

-The usage of the word "required" in the first and third points of the proposal, which UNDERMINES the right of consent and principle of national sovereignty held by all member states that is the bedrock of the World Assembly. It is the interpretation of the Republic of Rosandia that the World Assembly only has the authority to CREATE organizations for the MUTUAL and VOLUNTARY COOPERATION of member states, to DEFINE general principles on COMMON STANCES of the WORLD ASSEMBLY, the implementation of which is VOLUNTARY and DELEGATED to the member states and the organizations stated above, and to ENFORCE only with regards to GROSS VIOLATIONS of INDIVIDUAL SAPIENT RIGHTS that are DEEMED COMMON and NATIONAL SOVEREIGNTY which is HELD to be ALWAYS COMMON.
-The vague wording of the proposal regarding funds in the second point of the proposal, which is unclear as to WHICH funds and WHERE the funds will be sourced from.
-The vague wording of the proposal regarding the mechanisms responsible for implementation. The proposal does not state which specific agency of the World Assembly is responsible for implementation. It only states the establishment of a program, but not the agency carrying it out.

The Republic of Rosandia, however, wishes to REITERATE that the intent of the proposal was PRAISEWORTHY and notes that if the implementing agency was SPECIFIED and if the program was made VOLUNTARY or shifted towards a greater emphasis on MONITORING, the Republic of Rosandia would support such a proposal.

I agree. I don't want citizens to be in constant fear that would reduce freedom and creativity. The intention is good but it may not succeed in the application.

TEP's delegate (currently Todd) holds the responsability of voting on favor of the general public of our region... and currently that's 127 in favor to 45 against. Been trying to convince people to think about this and vote properly, but we have a fair number of new-ish nations that are really your description of lemmings, and they've been making consistently bad decisions issue after issue.

This was likely inspired by other security obsessed nations law and order resolutions, in that sense, you've only got yourselves to blame.
The EU referendum result is illegitimate, to paraphrase Pedro Sanchez, you cannot have a binary yes/no question to solve complex problems. Essentially, the masses get no overall say in the policy Brexit negotiation process deal or whatever the deal will be. The referendum was wholly undemocratic!

Law Enforcement Education

Postby Arpak » Mon Apr 11, 2016 4:14 am

Fellow members of the World Assembly,

Alas, in such tumultuous times such as these, let us not forget the importance of well-educated and trained police and military officers, for they are the ones to maintain order in times of crisis and protect the People from harm. It is they, that form a pillar of stability and security for the nation, provided they are corruption-free, obey the law word-by-word and their function is well coordinated with the one of the state. This allows them to take swift and effective action in maintaining order against not only petty and minor acts of crime but also out-of-control riots, natural catastrophes as well as terrorist attacks.
Educating both the public and police/military officers contributes to the creation of a mutually beneficial relationship, in which the law enforcement has an efficient cooperation with the citizens in combating crime and results in a society in which crime is greatly reduced, through both the cooperation of the citizens with the police, and their own law abidance.

By coordinating these efforts on a worldwide level, we take decisive steps towards the reduction, and who knows, maybe even eradication of crime, ensuring not only state but also international security and both financial and cultural prosperity.

Representing the will of the Arpakian People and the Patriotic Socialist Party of Arpak, this resolution receives my full support.

- World Assembly Ambassador of the Arpakian People, Hans Dortman
