"Originally Madam Schultz intended this to be a partial replacement of GA#2, but I think I can work it in without any contradiction of Article 10." Blackbourne states as he reopens the debate chamber. "Of course, I have had to limit the scope of the resolution."

The Assembly of Worlds,

Believing prevention of conflict or restoration of peacetime activities to be one of the foremost goals of this august body, and that an international organization dedicated to this effort would be of great use,

Reaffirming prior resolutions preventing the WA from becoming a military force used as a tool against those the majority of WA voters do not like,

Article I - Restrictions on WA Force

Prohibits any WA organizations or committees from engaging in offensive military actions with any WA member states, citizens thereof, or organizations affiliated with such states, for any reason whatsoever;

Prohibits WA personnel from carrying lethal weapons on WAHQ property. WA personnel are committee members and employees of the WA.

Article II - Scope of Peacekeeping Operations and Standards

Establishes the WA Peacekeepers, whose goal shall be to prevent and end conflict, and preserve peace. Peacekeepers shall adhere to these principles:
  • Consent of all parties involved in its operations. No peacekeeping effort shall be made without the consent of all WA member nations involved, and without the request of at least one member nation involved.
  • Impartiality in proceedings and conflicts. Peacekeepers shall maintain professionalism at all times and give equal consideration to the involved parties.
  • Non-use of force. Except in cases of self defense, Peacekeepers are to refrain from using lethal force, and shall be prohibited from carrying lethal weapons. Peacekeepers are to avoid using non-lethal force on state actors.

Tasks the WA Peacekeepers with the following duties:
  • Assistance in reintegrating former combatants back into civilian society
  • Assistance in disarmament and demobilizing of military forces,
  • Organization of elections or government reorganization or establishment, or monitoring thereof
  • Monitoring the fulfillment of obligations created by armistices or ceasefires
  • Protection of the WA-recognized rights of citizens of member nations and support for the rule of law
  • Assistance in international mediation and resolving potential causes for international conflict

Prohibits the WA from expanding the role of the WA Peacekeepers to include any efforts that cannot be considered one of the above duties;

Further tasks Peacekeepers with:
  • Maintaining the legitimacy of WA actions
  • Actively involving national and local governments in its operations to promote personal ownership over the success of Peacekeeping operations
  • Forming clear and achievable mandates in Peacekeeping efforts;

Authorizes the WA Peacekeepers to:
  • request appropriate WA funds to support its operations,
  • conduct research into safe and effective non-lethal weapons systems, armor, and defense technologies to increase the safety of WA personnel

Clarifies that the WA Peacekeepers are not a military force, nor are they ever to be used as such,

Article III - Responsibility of Member Nation-States

Encourages WA Member nations to make a genuine commitment to maintaining peace, maintain a Unity of Purpose with the WA, actively support Peacekeeping efforts where possible, refrain from hindering WA operations or movement, and communicate effectively with WA personnel

Prohibits member nations from using WA organizations or committees to defend themselves from other nations, from fraudulently requesting WA peacekeeping efforts, and from intentionally launching military, terrorist, or criminal attacks against WA property or officials.

No. We know what "peacekeeping" means, ambassador. It means violence. Let individual militant WA nations do this. We won't pay a wadded-up half-chewed piece of gum toward any so-called "peacekeeping" effort.

No. The gnomes have a job to do and they do it well, without resorting to military action.

"The gnomes do not do their job well, as a certain dolphin-hating Ambassador can likely attest. Anyways, the sheer number of non-complying nations, which you have seen, should be proof enough that nothing is enforced. This clause serves as a WA police ban."

Excidium Planetis wrote:Allows WA organizations and committees to engage in peacekeeping efforts, at the request or consent of all WA member nations involved in said efforts, including protection of civilian non-combatants, disarmament, demobilization of military forces, societal reintegration of former combatants, government reorganization or establishment, and monitoring of elections, and

"That is certainly not what leave keeping means. Peacekeeping is not, and has been, a synonym for violence. Examples of peacekeepkg efforts were listed. Do you really think 'monitoring of elections' means violence? What about 'disarmament'? How does any of that lead you to believe that this allows violence?"

OOC:
In Real Life, the services I listed are the real life services UN Peacekeepers provide. To my knowledge, UN Peacekeepers have never served as a military force, and have never engaged in offensive operations (No, Korean War does not count, that was UN Command, not UN Peacekeepers).

"Please explain how a Liberation could possibly be used in a defensive capacity. Furthermore the clause clearly prevents WA organizations or committees, not WA members, from engaging in military operations. If your regional military wants to go invade some other region, that is not a WA organization."

How would the WA go about forming it's peacekeeping force? Would it require nations to donate troops and material? Or would it use a new type of gnome and purchase material?

I'm very surprised how you can't see how it's used in a defensive capacity given that a liberation's sole function is to unlock the gates to the city to allow defenders in. It IS a defensive tool, of a WA organization which would be prohibited under this piece, underline mine;

"Prohibits member nations from using WA organizations or committees to defend themselves from other nations,"

A liberation is the biproduct of a WA organization and a defensive fruit produced from the WA tree.

It's also an OOC device, has nothing to do with the General Assembly, and besides, does not directly involve any military action whatsoever. It just removes a password. It does not require the WA to participate in any ensuing military activities at all.

"What WA Peacekeeping force? There is no such thing."

I'm very surprised how you can't see how it's used in a defensive capacity given that a liberation's sole function is to unlock the gates to the city to allow defenders in.

"Unlocking the gates to a city to allow attackers in is an offensive operation, not a defensive one. In the case of all liberations, they are aimed at assisting an invasion of a region by military forces hostile to the current ruling regional government. Whether or not that government is a foreign occupation force or not is irrelevant."

Abacathea wrote:It IS a defensive tool, of a WA organization which would be prohibited under this piece, underline mine;

"Prohibits member nations from using WA organizations or committees to defend themselves from other nations,"

A liberation is the biproduct of a WA organization and a defensive fruit produced from the WA tree.

Some weird OOC/IC hybrid happening. I blame the SC.

"No. Liberations do not allow WA nations to defend themselves, they specifically aid in striking down defensive barriers to a region, which assists in offensive operations by a force, regardless of whether that force is a 'defender' or 'invader' force."

They're almost invariably used to prevent raiders from taking complete control of the region.

That is because only defenders can win the votes necessary to liberate a region.

"Three words: 'Liberate Nazi Europe'. Anyways..." Schultz trails off. "Liberations are an offensive tool most often used by defenders to take back regions invading forces currently occupy. But that's still an offensive, not a defensive operation."

"I'm considering a redraft which removes the second 'Allows' clause and instead creates a committee called the WA Peacekeepers and specifically outlines their duties, which are all non-combat and are the actions outlined in the current second 'Allows' clause.

"What do you think?"

(Ari throws his hands up in disgust, but Ahume raises an eyebrow, and whispers in Ari's ear. Ari snorts, but then looks back at Ahume, who nods his head.)

ARI: Hmm. Okay. Add a clause that says no WA personnel can carry any weapons, and we'll consider it.

OOC: You do realize no WA military and no WA peacekeeping force is a site rule, and in the unlikely event of a repeal of #2, would still be. We just wouldn't have #2 to point at.

OOC: The ruleset is currently under revision, and there is a fair chance that the "no WA army" rule is going away.

OOC: Until it does, the discussion is moot.

OOC: I don't think this discussion is moot. There are several attempts to repeal GAR#2 right now. IC, my nation will consistently support the idea that the WA remains unarmed, and that's the primary reason why it's been against every repeal attempt. If we have this discussion now, and have a draft ready by the time a repeal of GAR#2 goes to vote, my nation can, in good conscience, support a repeal of GAR#2, with the understanding that this will follow.

Anything on this nation, is player's opinion/speculation. It's very common knowledge that the ruleset is under revision, and if you look at the draft rules some have suggested, the "no WA army" rule is gone in a couple of them, though it remains in IA's proposed draft. So, as any player would, I'd say it's not a "good chance" nor a "slim chance", but a "fair chance" that rule will go. But no, for the record, I have no inside information on what the final set of rules will look like. It looks like we're still taking input from players on what they think they should look like.

OOC: good. That would be a bloody terrible idea. The looming IC threat of "obey or be invaded" would suck.

IC: "We are opposed to the WA having any military force even indirectly at it's command, for any reason. If the next door neighbor's genocide is keeping you up at night, you deal with it. The WA should remain a purely legislative body."

"How do you expect them to defend themselves? The so-called 'Weapons Nullifiers' only work at the WAHQ. If WA personnel are deployed to a Member nation, what will happen if they are attacked?"
