It's not an R4 violation; religions and ideologies can be referenced if they can be demonstrated to be relevant to NS, as the cited clause clearly does.

In=character, Kaboomlandia is a World Assembly member and abides by its resolutions. If this nation isn't in the WA, it's for practical reasons.

Fixed your spelling for you, and yes, it's blank. They have a sister region, Traveling Region, but their banlist consists solely of two raiders.
