[PASSED] Condemn The Pacific

The Security Council,

Recognizing that the New Pacific Order (NPO), the regime that has ruled The Pacific for more than a decade, was founded by Francos Spain in 2003 after seizing the Delegacy of The Pacific from Thedoc with the support of invading forces, and has imposed dictatorship and tyranny on the native population of The Pacific ever since,

Rebuking the NPO for its oppressive political nature, which has included institution of a ludicrously low limit on the free exchange of support between World Assembly nations throughout NPO history, and the severe suppression of any form of dissenting speech which calls into question the actions or legitimacy of the NPO, fostering a brutal police state in which the native population has no say in the affairs of their own region,

Noting that the NPO has carried out cruel campaigns of subversion, invasion, and subjugation against other prominent regions, including fellow Pacific regions, in relentless pursuit of wholesale imperialism and cultural destruction against the communities of these regions,

Recalling the strong support of the NPO for consecutive coups d'etat led by UPS Rail and Great Bight in 2004 against the legitimate government of The North Pacific, preying upon the inactivity of much beloved former Delegate Magicality in order to bring The North Pacific under NPO hegemony,

Observing that former NPO Senators Gasponia and Karpathos supported the 2013 coup d'etat led by Milograd against the Coalition of The South Pacific, the region's democratic, legitimate government, in favor of a brutal dictatorial regime that displaced thousands of native nations from the region,

Acknowledging the brutal subjugation of Lazarus, which has seen the lawless overthrow of the People's Republic of Lazarus and the displacement of hordes of native nations in a coup d'etat executed by rogue Delegate Stujenske but orchestrated by NPO Emperor Krulltopia, Regent Feux, and former Senators A mean old man and Milograd, utilizing support from mercenary invaders attracted to support the coup with extravagant promises of power and influence,

Asserting that the actions of the NPO against the native population of The Pacific and the communities of other regions constitute an affront to regional sovereignty, self-determination, and democratic governance, and to the interregional peace and goodwill that this institution is charged with upholding,

Urging the native nations of The Pacific to demand reform from the NPO, to bring an end to its domestic tyranny and foreign imperialism, so that one day The Pacific may reconcile with the interregional community and this condemnation will no longer be necessary,

Hereby condemns The Pacific.

What's the point in this? You're already authoring a liberation of Lazarus, which is as pointless as can be, there's a repeal of Krull's commendation coming and Stujenske is already condemned. Why is there a need for this?

Because the New Pacific Order has done more things worthy of condemnation than most of the regions currently condemned?

While I can agree there are currently a lot of resolutions based on the events in Lazarus going around, and they do have there merit, I personally believe this to be the most important one that will make the most impact.

Generally with GCR I feel they shouldn't be Commended / Condemned, because with most GCR governments and players, they come and go ever few years. Unlike with UCR, GCR generally change hands often enough I feel they can't really be commended / condemned.

However the Pacific is the exception to that rule, Krulls had the delegate seat for nearly 6 years and NPO government held TP longer, and it has a history of colonizing attempts like this throughout it's past, beyond the recent events in Lazarus.

It's a bit odd to have the region and nation tags only in the clause regarding Lazarus. I would strip nation tags from the proposal altogether -- since many of the nations in the earlier clauses have ceased to exist, and the tags won't show up as links -- and add region tags to the other clauses.

I can support this.

But I believe it opens up and legitimizes the commendation or condemnation of Feeders and Sinkers beyond TP, an idea that the SC has been most reluctant to pursue.

I had that concern myself, actually. I think there are a couple of reasons this isn't likely to set a trend, at least in regard to condemnations:

1. The nature of the New Pacific Order significantly differs from the governments of other Feeders and Sinkers. It has endured as the autocratic regime of The Pacific -- along with the PRP, which was NPO-Lite -- for more than a decade. Krulltopia has been Delegate for nearly six years. In other Feeders and Sinkers, executive administrations and their positive or negative decisions come and go, but the NPO, as the government of The Pacific, has been engaging in aggression against its fellow Feeders and Sinkers and attempting to ensnare them under NPO hegemony for more than a decade and doing so under Krulltopia for more than half that time period.

2. The high Delegate count votes for each Feeder and Sinker Delegate and the tendency of Feeder and Sinker governments to support one another's legitimacy and security, except under the most extreme circumstances, make frivolous condemnations unlikely to pass. Feeder and Sinker Delegates will just vote against it, and the number of WA votes they command would likely by themselves defeat it -- though a number of user-created regions would also be likely to vote against a frivolous Feeder or Sinker condemnation. The fact that we're having this conversation even about a regime so worthy of condemnation illustrates how unlikely it is for another Feeder or Sinker to be frivolously condemned.

Were the NPO to reform, or be overthrown and replaced by a government that does not engage in this kind of behavior, the condemnation could later be repealed. That it's extremely unlikely for that to occur, in comparison to other Feeders and Sinkers, is, in my view, why condemnation is appropriate here where it may not be appropriate for another Feeder or Sinker.

None of this really speaks to the possibility of a Feeder or SInker being commended, but I don't think this proposal has much of an impact on that one way or another. I think it will be as unlikely as usual for a Feeder or Sinker to be commended based on the transitory nature of their executive governments, though it's possible, in theory, that a region like The Rejected Realms that has nearly as long a history of defending regional sovereignty as the NPO has of infringing upon it could be commended. I'm not sure that's necessarily a bad thing. Actions that have endured in a region for that long probably do deserve either commendation or condemnation, depending on the nature of the actions.
