IC: I'm afraid I have to agree with him there; using non-WA nations as the boogeyman to strip away layers of protection against nuclear weapon creation and use does not do you credit. Nor does it do credit to any other nation doing or trying to use the same argument, mind you.

OOC EDIT: I know the above IC statement likely misses the target by a mile - it's just me being miffed at the "omg but non-WA nations will kill us all!" reasoning used in resolutions and repeals. :P Further edits because spelling is not my friend today.

Parsons: On the other hand, it is the position of the Democratic Empire that the extent of free access to thermonuclear weaponry should be determined by member nations for themselves. Our government takes the stand that border forces shall stop the transfer of those weapons between nations if those border forces are told to do so by their governments.

All they have to do is form a shell company and should Nuclear Materials Safeguards pass, your border forces are powerless to stop them.

Or not, because the first two clauses deal entirely with the procurement of nuclear weapons by the legitimate governments of member nations. The last clause deals with prohibitions on limiting that given compliance with the first two clauses. The third clause deals with the same element given a belief about the wrong hands.

I don't know what you're talking about. I've used nuclear weapons in 2/3 canon NS conflicts, and that was with NSC in place.
