Who? I can only recall the Skeleton Army's commendation, but that was for the whole region, not just the founder. And they weren't real raiders anyway.

As I said elsewhere, throwing the words "commend and "condemn" around for resolutions means you might be using the wrong one here. The destruction of regional communities, for the sheer joy of their suffering and confusion would tend to fall under things that most nations would "condemn". Thank you, but after Mall decided to counter-campaign my proposal (Repeal "Condemn Allied States of EuroIslanders"), I decided to go ahead and counter-campaign after all. I don't anticipate this making quorum.

The WA has always taken a strong hand when it comes to Raiders, and commending one--no matter how just some of his actions might have been--is not what this body stands for. Which is to say, the WA tries to uphold the principles of sovereignty, self-determination, and right to self-govt. A raider upholds none of these in his role as a hostile usurper.

Exactly. Being a raider doesn't automatically disqualify you from commendation, and it's not as if the SC has never done this before.

The World Assembly, first of all, is not dedicated to the notion of sovereignty or 'self-determination' - the General Assembly puts lie to that. In fact, it also puts lie to the notion that the WA supports 'self-government'.
