Target Resolution

This has been kicking around in my head for a while, I honestly think this could be written alot better. To that end I want to repeal and replace it.
I have a few ideas for a replacement draft and I need to hammer out the repeal language first.


Repeal cooperation in science act
Category: Repeal
Resolution: GA#92


Lauds the goals set forth in the cooperation of science act.
Convinced that this act does not do enough to further the cause of scientific knowledge in this assembly

Concerned that in the following section

2) To coordinate scientific studies and research projects of international scope, which scientists from many WA nations may choose to participate in under the auspices of the WASP and in concert with their nations of origin or residence, such projects to be funded directly by grants from the governments, public research institutions, privately owned foundations, corporations, or other concerned entities, and donations from concerned individuals, at the discretion of these individuals and organizations;
3) To provide a public forum for free and unhindered debate on scientific research and issues which scientists from all member nations may participate in.


The WASP is tasked with a goal but given no clear framework or direction on how to accomplish that goal.

Believes that the WASP would better serve the citizens of this assembly with a broader mandate consisting
of funding provided by the WA general fund for the purpose of coordinated scientific research unbiased by any one member Nation.

(a) To collect any and all scientific knowledge within the bounds of extant WA law.
(b) To disseminate to any member of this assembly any of this knowledge upon request.
(c) To engage in periodic review of the collected knowledge in order to maintain the most up to date scientific record possible.
(d) To maintain multiple redundant backups of this knowledge at various locations to prevent loss due to a disaster or other calamity.
(e) To assist, upon request in the coordination of research between any national, sub national, corporate or individual entities in the WA.
(f) To provide a forum for public discourse and debate to further the advancement of scientific knowledge for all sapient beings.

We're not intrinsically opposed to a repeal-and-replace, but I'm curious what sort of improvements you have in mind, Marshal. The current agency appears to be more or less a cornucopia of research programs of all imaginable shapes and sizes, trying to figure out everything from quantum gravity to what makes silly putty so damned silly. Some of these may appear ridiculous or useless to untrained eyes, but so many civilization-altering results have come out of left-field programs or lab errors that it's self-defeating in the long term to try to do more gatekeeping than a simple watch for pseudoscience. As is there's all sorts of things being researched, all funded at institutional or national discretion, by scientists from all over the place. What do you see improving with the introduction of WA micromanagement to this research environment?

Well, I was thinking along the lines of an independent research facility, or network of them that would assist any member nation with any research they desired to pursue.
Pushing the boundaries of knowledge for all concerned.

currently the act derives its funding in the following manner

Surely you can see the potential for politically motivated withholding of funds? Should a funding entity want to either suppress or control the research they would be able to do so quite easily. Placing the funding of this act under the auspices of the WA general fund would serve to put it beyond such political divides, and in my view would serve to further the research
done as well as making it more openly available to the entire assembly.

For what I have in mind I do think this needs to be repealed, I think we can collectively do much better, just not so long as this is in place.

OOC: Would an idea maybe be to write up the "replacement" first? Then see if it could pass as a standalone, or whether it would be illegal for too much duplication/contradiction. That would save the effort of passing a repeal if it wasn't needed.

I would be open to replacing this but WASP has been one of the WA's better agency so a pure repeal interests me less.

I don't want to get rid of Wasp either, It has done a great deal of good. I do intend to outline my replacement draft sometime soon and put it in this thread.
I don't plan on submitting anything until both are ready to go.

OOC: I concur with DSR. Whether a repeal is necessary or not depends on the replacement. Though, WASP won't disappear if this is repealed, as it's mentioned in other resolutions.

I have updated the draft and put up some of the replacement text as well.

article 2 in the replacement needs some work still and three could use some better language. I think this accurately conveys where I'm looking to go with this

"The replacement as written is incredibly vague. What does it mean to 'collect any and all scientific knowledge'? What is this vast collection, a huge storing house of research data? Of actual scientific discoveries? How do you 'backup' the discovery of a major dinosaur fossil? Why does the WA need an archive recording that acid + base = salt + water? Furthermore, you have a fairly inflexible idea of what science actually is. Science is about experimentation: engaging in 'periodic review' of all known scientific knowledge is still not going to be of very much value.

"As written the replacement simply isn't any sort of obvious improvement and is so terminally vague as to render WASP either functionally useless, or so utterly gargantuan in its scope it would be of no value."

It does still need alot of work, I was envisioning a library of sorts, something along the lines of a data center. Scanned pages stored electronically and backup up as widely as possible. pictures, video, research facilities, and labs to make use of the massive amount of data collected. Yes I know the view I have put forth of science is rather simplistic, but I thought that might be a better way to go rather than pursuing a list of disparate disciplines. There is after all a character limit.

still more tweaking, expanded the language a bit and formatted the posts to make them a bit easier to read.
I would appreciate language suggestions, my goal is to expand WASP and make it better than before.

I've Beefed up the second clause in the replacement draft and given WASP a better framework to do what it does.

did a quick read of the repeal/replace drafts and see nothing that would cause me to vote against either of them. I'll try to do a more in-depth reading of them later today and give you my thoughts.

Pausing the Marshal listens to the harp for a moment before continuing. "Any and all is exactly what it says, articles, scientific papers, proofs, experiment records, even raw data from any source available cataloged and stored in a library, preferably electronic in nature for easier dissemination."

Lighting a cigar the Marshal continues. "It is still a draft Daisy, I'll see what I can do about making the preamble a little better in the coming days".

Updated the preamble of the replacement, I'm not totally happy with the language of it yet.
I would welcome some suggestions on how to make it flow a little better.

(a) To collect and store copies of any and all scientific knowledge with the aim of preserving and protecting it for use now and in the future excepting only that which is illegal under extant WA law.
would include research inton improved weaponry and military vehicles, and cryptography/cryptanalysis, and other matters involved in national security, which the nations doing that research might [reasomably?] wish to keep private.

Might this not actually discourage research into some fields where the work would be expensive, because nations might just hope that somebody else will do it -- and the results then get passed on by WASP -- instead of doing it themselves?

It would be any research that a member nation wishes to engage in that is legal under WA law, so if the nation in question wished the assistance of WASP with such research they could
request it and WASP would help them with it, But only if they requested such assistance. As for discouraging it I don't see that expense would be a factor as section 3 directs the GAO to provide WASP with all needed resources.

And now WASP can 'disseminate to any member nation of this assembly any of this knowledge upon request'!

sorry a bit rushed today, so I did miss the point

As I had envisioned it Nations are under no obligation to share classified knowledge unless of course they want to.
So your weapon designs should be perfectly safe. I will add a security exemption in later tonight as time permits.

As for device patents I am not in the business of patent trolling but i suppose I can add a bit about relevant national laws on the subject.
