You're still assuming that NationStates revolves around invaders. How would you feel if someone said you couldn't play NS unless you took part in all the debates in General, the World Cup in NS Sports, the Church of the Ceiling Cat (yes, that exists) in Forum 7, or made a storefront in Global Economics and Trade?
There's so many ways of playing NationStates, invaders are the only people who think they have a right to force their style of play on everyone.
