    The Security Council:

    Recognizes that the region of Panem was dedicated to providing cultural and political opportunities for its members since its founding in late 2012,

    Notes that Panem remained neutral in the sphere of interregional conflict and maintained an active community before its destruction,

    Appalled that The Black Riders - a region condemned via Security Council Resolution #91 - have invaded and vandalized the region multiple times,

    Aware that multiple groups of nations - other than The Black Riders - have, over time, invaded and vandalized the region,

    Distraught that a nation within Panem obtained the WA Delegacy and locked it down, preventing restoration under an active founder with security; additionally prohibiting any other nation - even the original natives - from entering,

    Cognizant that this Council is "dedicated to the dissemination of inter-regional peace and goodwill",

    Believes that a liberation of Panem is within this dedication to disseminating "inter-regional peace and goodwill",

    Identifies that former natives and WA Delegates of Panem - [nation=short]United Soviet Jason Republic[/nation] and [nation=short]Star United States[/nation] - have declared support for a Security Council liberation of the region,

    Hopes that Panem is restored to its former glory and activity with the assistance of a Security Council liberation,

    Hereby Liberates Panem.

Bump; here's a nice story behind it, included in my campaign TG:
The region in question was one in which I began my NationStates experience, and was my home for the upper half of 2013. Said region, Panem, was invaded prior to my unfortunate ceasing to exist during mid-2013. The Black Riders (and most likely The Greater German Reich after said invasion by TBR) - invaded Panem, vandalized the world factbook entry and suppressed numerous native posts on the regional message board. Eventually they placed in a secret password, which prevented any nation from entering.


(Edit) You know... I was gonna wait for suggestions, criticism, etc. Then no one replied for 2 weeks and 4 days.

Why should we care about a region that's nearly dead? What international significance does it hold?

As it stands, I'm AGAINST this proposal.

Gravey pulls out a device that looks like a small revolver. My science advisor here mailed me this neat contraption for situations just like this! It's called a regional potentiometer, and it measures two things: first, a region's potential for activity; and second, the amount of resistance a region will provide to something like this.
Starting with the second one, since there are literally only nine members left, and TBR doesn't really seem to care about it anymore, we're measuring a resistance of One and Two-twelfths Uhmmm....s.
Now, on to the first one:
IC: The region's name is Panem. It's a very nice name. OOC: I'm assuming that since the name comes from a popular series of books, the name probably holds some weight. If the region were ever to get popularity from, say, something like this, its activity might increase.
Back to IC: The regional website is dead. Most of its original members seem to have moved on. As was stated, the region literally has only nine members left, and no other nations but the guys discussing this resolution seem to care for it. Those are big negatives to potential.
That said, the region does have a regional website, and it did (I deduce) have many members, and it was quite active, and people did care for it. Those positives could outweigh the negatives. Let's see here: Six Why-bothers. That-huh, our science advisor never told me the machine's range.
I'm assuming that's fairly low. And that is mainly due, I believe, to time. Why, ambassador Vilay, are you only submitting this now, instead of when people actually cared for this? I understand that every region has potential, but the timing of this resolution reeks less of actually trying to free a conquered region (the whole point of liberations and Defenderism, I believe), and more of politicized bullpenis.
Although this could be merely some sort of, well, "attack" against TBR, but that would be just petty and, well, pointless.

We support this! No region should be allowed to die by the international community! Instead they should be supported in their struggle against foreign aggression!

The problem with this is that if no one is able to even get in the region, how can anyone build it to its full potential? I've contacted the nations within multiple times and no one has responded. They log in every so often, but do not do anything, meaning the region will continue in this state for a good long while.

My nation was ceased during the time of the invasion. When I came back to NS, I saw the WFE, flag, etc smeared with TBR. It was hard coming back and seeing the region you started in utterly destructed.

TBR has nothing to do with the lockdown, it just tagged the regions a few times. Look at the region history: http://www.nationstates.net/page=region ... gion=panem
The last delegate was Signs, a native in the region for almost 2 years. See what he did:

155 days ago: Signs aborted construction of embassies between Panem and The Black Riders.
155 days ago: Signs removed the tag "Recruiter Friendly" from Panem.
155 days ago: Signs removed the tag "Puppet Storage" from Panem.
155 days ago: Signs removed the tag "Invader" from Panem.
155 days ago: Signs password-protected Panem.
155 days ago: Signs altered the regional flag of Panem.
155 days ago: Signs updated the World Factbook entry in Panem.


District XIV has found the right approach to re-open the region, and everyone's biting it seems. It is strangely reminiscent of Haven.

District XIV has found the right approach to re-open the region, and everyone's biting it seems. It is strangely reminiscent of Haven.

It seems 'Signs' went rogue, then. This nation wasn't even a resident of the region when I was there.

The problem with simply waiting for the nations within Panem to CTE is that they won't, most likely, at least for awhile. They log in, but they don't do anything. None of them are in the WA, meaning they won't get a delegate who can remove the password. The region will sit there, doing absolutely nothing. I tried man, I tried getting the password. I TG'd the most active nations asking for the password, reminding them I was a former native and short-time WAD.

No responses.

Unlike Haven, who's members actually do something with the region, Panem is dysfunctional. The former delegate Signs passworded the region for reasons unknown, and the region will remain passworded forever until the SC takes action.

Truly, I didn't go to the SC first. I TG'd the other former delegates, who also didn't know the password; and I TG'd the nations within Panem for it.

Haha, you're manipulating the SC with this resolution.

NShistory says you've been in the region from +- 2013/02/09 to about 2013/04/27. Signs has been there from +- 2013/04/13 up to today 2014/07/29.
The region was passworded in late february/early March 2014, you left well before that, and never returned before it was passworded.

You've been there for a short while (2-3 months) while he's been there for more than a year. He didn't leave unlike you, I don't see why he should feel obligated to let you back in, since you have departed for so long. It's the right attitude to combat raids.

I don't mind seeing the region opened and raided, but since you're using my region's name to get people to approve it, they should probably know you're not exactly entitled to it.

Haven? An non-occupied, inactive and passworded region targeted by a liberation.. Panem? An non-occupied, inactive and passworded region targeted by a liberation.
See the similarity?

A defender locked it down. Signs, and the most of the other nations, are clearly defender sleepers.

In light of the fact that The Black Riders didn't in fact password-protect the region, I'm withdrawing my approval for your resolution. I'll consider approving a future resolution that has its facts correct, though I'm disinclined to vote to remove a password imposed by an apparently native Delegate.

If i may,

If you check the RMB i was the former delegate for the region. I however was left as the only WA nation in the region and then left after i managed to hold out against some raiders with some help from defenders. I support this bill because the region was locked by raiders who do not want people in the region anymore. I left to the region i am in now, which is more active. I believe Panem should be given to a new owner who would care for it fully and succeed where i failed.

Thank you, USJR, for posting this. I needed some backup from former natives like yourself, and you were there before me.

I was heavily distraught when I revived my nation to see my former home vandalized and locked down.

The problem is this : Having gone through a period of getting repeatedly invaded, the natives may just want to be left alone in peace and quiet; ergo, the password. Who are we to presume we know better to force open the gates via a liberation? With a liberation in place, yes, the region *might* grow again, but it probably will also get invaded again as BobMoran has hinted. Unless you can make a promise to us all that you will undertake the responsibility to recruit for the region and grow it up to the point that a future Panem delegate has enough endorsements to keep it secure from invasion, I don't think you have the right to be paternalistic and decide on behalf of the natives what's best for them.

I will support this if and only if natives want a liberation. However, all indications at this point suggest that they want to be left alone.

By that reasoning, the SC will be busy libbing every passworded regions. You might as well campaign the game Admins to do away with the password feature altogether. The deciding factor there shouldn't be that of potential, but that of whether natives WANT to be liberated. Get someone inside to say yes or get former natives like District XIV and United Soviet Jason Republic to profess an intention to return and rebuild the region, and you might have a case.

Do you honestly fucking think the "natives" care? Do you see them posting on the RMB? Doing anything for that matter? They are days inactive, and they never have and presumably never will respond to my urgent telegrams.
