Yakus would be AGAINST this as we have a large number of people still using old cars running leaded fuel.

Old cars are often also inefficient. Additionally, many can run on non-lead fuel with the right additives.

As has been stated repeatedly, there are lead substitutes that have negligible cost and cause fewer birth defects as well as affordable permanent vehicle modifications that would eliminate the need completely.

But some people may not be able to afford the additives. I know for a fact they are expensive.

You really ought to educate yourself.

OOC: When the US converted in the '70s and '80s, the price difference was about two cents a gallon. For the consumer, this was offset by an increase in fuel economy and a decrease in maintenance costs. Not even going to mention the benefit to the environment, children's health, etc.

People don't put the additives in the fuel, the fuel-making company does. If only thing available is unleaded fuel, the people either buy it to drive their cars or they don't drive. Simple as that.

I'm curious as to why Yakus is still using leaded fuels when engine technology has proven it's not necessary over the past forty years. There's no savings in manufacturing lead only engines over unleaded fuel engines and hasn't been for decades in most countries.

OOC: A bottle of lead substitute runs about $5, and doesn't have to be used every time. Its very much a negligible expense. One can also add lead substitute to the fuels themselves instead of lead...

If it is such a minority then I'm seeing even less of a problem. Your economy is probably losing more money on stocking the differing fuel types. You'd probably have a net gain if you subsidized the cost of upgrading.

I do not currently see any flaws but I'm sure there will be long conversations over the provided time span. I personally like that sort of thing- expecting immediate reconstruction of entire industrial sectors has been impeding environmental regulation for some time. I would even be supportive of more acts allowing nations time to get into compliance as they enter the World Assembly to begin with.

And all though we'll likely also see people claiming their environment is immune to lead poisoning and that global climate change doesn't exist, I would like at least a line encouraging development and use of fuels with less environmental impact than common hydrocarbon based fuels.
