Wasn't cheating IN ORDER TO HAVE another WA nation INSIDE UTOPIA HELPING WITH INVASION. No shit. I'm not saying having two WAs in different places isn't cheating. Don't put words in my mouth.

I wasn't trying to. I don't understand what happened. So I'm asking how did he get two WAs without intending to cheat?

I think there's a misunderstanding here... AMON is saying that he's surprised that Nikitin didn't have a 2nd WA nation (and therefore be cheating) - its just the way he phrased it (wasn't cheating to have a second WA nation in Utopia) makes it sound like he's saying that Nikitin did have a 2nd WA nation, but that this somehow wasn't cheating.

I think the Old Man's point is that he wasn't cheating on that particular raid. He was cheating on some other raid (or WA-related activity).

I'm willing to bet that he was cheating by taking place in two AoD raids at one time, so my original statement stands: shame on AoD.

Actually, he was cheating in order to sneak into my own region's government with his other WA nation. That's how I know.
