It's about "unauthorized" distribution of nuclear equipment. If your government is selling it, then it's authorized distribution. You seem to misunderstand the resolution.

I disagree. It is absolutely imperative that the WA stop the proliferation of nuclear weapons, and the requisite technology in their design.
If you don't like it, remember membership in the WA is "voluntary"....
