[PASSED] Commend Bears Armed

Another target of Operation Sierra Charlie, and a damn good candidate. Some things to note regarding this one

  • This is only an initial draft, so feedback and critique's always appreciated.
  • I have requested a legal eagle to do a legality check on it for me, but that doesn't mean others can't chime in!
  • I'm aware that RP commends are iffy, especially considering the current "proposal" at vote, that not withstanding Bears is a widely known and respected nation to most if not the majority of us, so it would be daft not to include their RP work as it has assisted them in becoming an international figure

Commend Bears Armed

A resolution to recognize outstanding contribution by a nation or region.

The Security Council;

Determined to see the greatest nations of the multiverse enshrined in the records of this esteemed council;

Believing that the nation of [nation=short]Bears Armed[/nation] has made a tremendous positive impact on the international community since it opened itself to outsiders, involving itself in international affairs through the medium of cultural events, sporting competitions, and the WA itself, despite finding itself to be one of the few mainly-Ursine countries in a predominantly Human universe;

Praising the fact that Bears Armed has not fought a single war of aggression since its constitution was adopted, whilst that it still maintains adequate armed forces not only for its own defence but also for international diplomacy as, for example, when it intervened to stabilise matters in Old Ceorana following the total collapse of government there, in a mission that was hailed as a success after managing the successful re-establishment of native-run democracy for that nation;

Applauding the Ursine governance for their considerable skill in creating a cultural safe heaven within their nation, allowing extremely high levels of personal freedom while keeping crime levels at minimal figures. Acknowledging further to that end that surveys conducted throughout the universe have placed Bears Armed in the highest percentile for happiest citizens and most cultured respectively;

Acknowledging that the cultural pursuits of Bears Armed are not limited solely to the national level but their participation in several NS World Cups of which they were twice runners up whilst dismayed that their fantastic "Honey in the Jar" placed only second in the NSVision Song Contest;

Cognizant that this approach to governance has been brought to the international stage by the great nation of Bears Armed who have shown considerable environmental and diplomatic awareness within their own nation and subsequently assisted in the bettering of the universe in the same regards via their World Assembly division Bears Armed Mission whom to date have authored;

  • WA#87 - Meteorological Cooperation
    A resolution which formed the International Meteorological Organisation with the purpose of collating and disseminating information regarding weather patterns and anomalies to all member states.
  • WA#168 - Law of the Seas
    Which ultimately defined sea borders and helped provide means and ways to resolve international disputes pursuant to same.
  • WA#224 - Promotion of Bee-Keeping
    Which ultimately promoted not only an avenue of international trade for many nations but secured the potential for flora and fauna to flourish as a result of this acts objectives.
  • and finally both WA#267 - Sensible Limits on Hunting and the Co-Authoring of #199 - Sustainable Fishing Act, two acts which ensured that nations do not dwindle reserves of resources within their respective borders.

Further appreciating that while the Ursine delegation to the esteemed World Assembly has directly produced the above resolutions for international betterment, they have also been instrumental in the refinement of a multitude of proposals brought before the General Assembly;

Believing that Bears Armed's contribution to the international stage exceeds that of the criteria of "outstanding contribution by a nation" and resolved to correcting this oversight;

The Security Council;

Believing that the nation of Bears Armed has made a tremendous positive impact on the international community since it opened itself to outsiders, involving itself in international affairs through the medium of cultural events, sporting competitions, and the WA itself, despite finding itself to be one of the few mainly-Ursine countries in a predominantly Human universe;

Praising the fact that Bears Armed has not fought a single war of aggression since its current constitution was adopted more than two centuries ago, and that despite this it still maintains adequate armed forces not only for its own defence but also for helping to protect its neighbours;

Applauding the Urrsish people and government for the skill with which they have made their nation a very pleasant one in which to live, for example by managing to keep serious crime at a minimal level whilst still allowing high levels of personal freedom, by demonstrating that economic growth need not ruin the environment, and by their support for cultural activities, so that international surveys consistently place it in the highest percentile both for ‘most cultured’ and for ‘happiest citizens’;

Cognizant that Bears Armed has extended this approach to governance to the international stage for the betterment of others through the actions of their World Assembly division Bears Armed Mission which to date has authored the resolutions
  • GA#87 - Meteorological Cooperation,

Believing that Bears Armed's contribution to the international stage exceeds the minimum needed to meet the criteria for commendation of "outstanding contribution by a nation" and resolved to correcting this oversight;

The HONEY resolution is probably one of the resolutions I like the least(but I cannot for the life of me figure out a good tack to repeal it). Other than that, Bears Armed is a wonderful author and I'd support a commendation.

I'm sadly going to have to vote AGAINST this proposal. It was a tough decision, but I don't think that the roleplay events combined with the relatively minor GA resolutions merit a commendation. While I do appreciate Bears Armed and all that he's done, I don't think that it's enough to merit a commendation - there are those that have done far more that are not commended.

Again, this was quite a difficult decision for me. I may be open to changing my mind if there's information I haven't heard.

It's a shame, I was quite disheartened when I saw your against vote. The whole purpose of Operation Sierra Charlie wasn't to recognize the obvious choices for commendations, it was to fight that particular branch of SC thinking. It was to recognize those who in their own way had contributed and excelled within the NS world. I hold the view that their participation in the NS World Cups, The NSvision Song Contests, their nation holding international scouting jamboree's, their work within the WA through their mission both in writing resolutions and being a genuine guide to newer authors, and their excellent and consistent portrayal of the Urrsine nation warrant in that respect a commendation.

The purpose of what I'll be aiming to achieve over the next few weeks is recognition of those who may not span all walks of the game, but really do something amazing and noteworthy within their respective fields. And I think Bears meets that criteria, I strongly hope you reconsider TBHG, it would be nice to have you on side here.

Alright. I'm still hesitant, but considering how close I was to the fence in the first place, I'll switch my vote. I've virtually no experience with roleplay, so I really don't know how extensive all of these events are. I'm generally hesitant to vote for roleplay resolutions, but I think that since his work with the GA was good if not commendable, I'll trust your judgment that the roleplay events are enough to push that into commendable territory.

Seems to me that all of this commending people for being resolution writers is pointless. They already get a badge for writing a resolution. Do they really need another one? I suspect the whole point of Operation Sierra Charlie is nothing more than a front for Abacathea trying to buy himself a commendation.

Had you bothered to read the resolution rather than skimming across it Terravoss you'd have seen it focuses on more than just that. As for the mud you're attempting to sling at me, it's a nonsensical accusation and I'd thank you to such nonsense to yourself or at least to relevant threads which this isn't. Sometimes a gesture is nothing more than a gesture. Maybe you should be less distrusting.

As Delegate, I am required by the Charter of the DSA to vote with the majority of WA voters in the region. That majority is AGAINST the resolution in question, thus I must be too. Though given Bears Armed's recent authorship of "Sensible Limits on Hunting" (and how I struggle to reproduce those words), I am not as uncomfortable as I might have been in doing so.

On behalf of Europeia, I vote FOR the commendation of Bears Armed after a regional poll indicated that we should do so in accordance with the World Assembly Act. We believe that his extensive, quality roleplaying and authorship makes him worthy of this commendation - despite our region's dislike of the Promotion of Bee-Keeping resolution.
