The Resolution Contradicts Itself Stating For Nations To MAINTAIN Their Chemical Weapons Stockpile Yet In Another Article Of Said Resolution States That The WACA Will Asist Nations In The DESTRUCTION Of Their Chemical Weapons Stockpile.

There is no contradiction. The assistance is offered simply for any nations wishing to safely get rid of chemical weaponry. It does not mandate that nations must destruct their stockpiles, it simply offers assistance if the choice is made.

Or for the destruction of illegal munitions within the stockpile to take place.
