There is no contradiction. The assistance is offered simply for any nations wishing to safely get rid of chemical weaponry. It does not mandate that nations must destruct their stockpiles, it simply offers assistance if the choice is made.

Or for the destruction of illegal munitions within the stockpile to take place.

We see a restriction on chemical weapons as a great benefit to global society. No more will the proletariat die in agony from indiscriminate bourgeois weapons. Finally, the People's Army will be able to charge into battle Kalashnikovs blazing to unite the workers of the world!

The Ambassador sees that the next resolution at vote is arguing that a use of 'Internet net' is justification for repeal.

It was once again a compromise. I admit is is not what I had envisioned two years ago, but it is something.
