Although I think the SC in general is pretty silly, I think you have to look at both being condemned and commended as badges of honor. We, as nations, are choosing to act the way we do. Look at RP. Those who get condemned for that choose to be the evil (I'm using evil here for lack of better word) nation and the condemnation is visually saying they were truly an evil nation. No matter how you look at it being condemned is a reward if it is given to a nation that is choosing to do condemning things. Why should evil RP activity be rewarded and not gameplay activity?

You're missing the point of RP condemns. Usually (Hippostania and a few select others that were repealed aside), they are for members of the RP community that both a) RP to a very high standard and have done for years and b) have contributed positively to the RP community, through mentoring, guides, advice whatever. Players like Kraven, AMF and especially Milograd deserve such recognition, such a badge of honour, that rpers like Lamoni have gotten as commendations or commendations that non-RPers have gotten.

Kind of. Some in gameplay choose to do exactly that, but others have a sort of "gameplay persona" or "gameplay IC" that they use, cause it's more interesting. Blackbird is a famous example of this - in-character, he's a hyperpartisan defender who hates raiders and has a fierce affection for his home region. Out of character, he's suggesting we remove founders. I sort of straddle the line - I certainly go about my NS business differently than my real life business, but I wouldn't go so far as it to call it "in character." On topic, as far as I know, Jakker is not one of those players, but you can't really know, can you?

I'm disappointed that this proposal failed to reach quorum. I suppose Jakker will simply have to go out and commit more heinous acts than ever before!

That's the problem. Some people do play a character, but some people don't, and the distinction isn't clear. I'm certainly not 100% the same person on NS as I am in RL (I'm more of an asshole here because no one can punch me in the face for being one) but I'm pretty close.

The general trend, at least these days, is people who largely have no In character, overall. So the basic assumption should be the person isn't really in character.

This proposal looks better than it did last time. I still think it could use more fleshing out and a bit more proofreading (fairly sure I noticed some small errors here and there), but otherwise it looks like something I would support.
