Commending the efforts of many WA member nations to improving the quality of the environment and their willingness to adapt feasible approaches towards achieving this goal.

Believing that the reduction of wastenoxious emissions from the automotive sector is an international issue with significant climate implications. And further believing that no simple solutions exist to tackling these issues. You're here to offer a solution, don't try to say it won't be easy or that it may not exist :)

Noting that waste products/emissions from mechanical forms of transportation such as cars, buses, trains, shipping, and air travel, constitute a significant source of atmospheric pollutants and believing thatthatevery nation and industry should accept a collective responsibility and affirmative response attitude towards lowering their output of these pollutants.

Intending to reduce the environmental impact made by WA member nationsthrough their automotive industries and general automotive operations.

Defines for the purpose of this act;

(i) "Automobile" as a vehicle designed for the carriage of goods or people powered either fully, or in part by an internal combustion engine or external combustion engine.

(ii) "Emissions" as the harmful gas by-products released into the atmosphere as a direct result of the burning of carbon-based fuels (such as coal, natural gas, and petroleum products) via an internal combustion engine or likewise device i.e; carbon monoxide, hydrocarbons, carbon dioxide and nitrogen oxide.

Hereby;

(i) Mandates that member-states take all practical and effective measures towards reducing vehicular emissions to the lowest financially and technically viable levels, and to continue these measures as new technology becomes available so long as it remains practical to do so.

(ii) Understands that the automotive industry by nature goes through developmental stages and therefore encourages the automotive industry to adhere to a progressive schedule of reduction as much as is practicable.
(iii) Mandates regular figures to be provided to government agencies reflecting said improvements and ensuring that all entities are actually progressing towards this goal.

(ivii) Mandates the creation/re-establishment of the "International Vehicular Emissions Authority BReathe Easy AT Healthy Emissions" committee to ensure compliance with clauses (i) and (ii) respectively. The committee name and acronym is up for debate ;-)

(v)Charges "IVEABREATHE" with;
(a)Collecting and review of data from nations in relation to their output reductions.
(b)Direct liaison with WA nations and the WA body in relation to compliance with the Act.[/color]

(viii) Encourages governments to offer incentives to citizens to purchase vehicles which produce lower emissions than others available on the market.

(viiix) Encourages the automotive industrymember nations to make use of research acquired and shared by "IVEABREATHE" to further assist in the offset of emissions.

While we appreciate you taking the time to improve our act in such a manner, we do not feel we could persue it, despite an acknowledgement that it is, at it's core, a great achievement should it pass.

The reason we have not tackled this and have focused on a narrower view, is that such a broad and wide sweeping proposal would inevitably have broad and wide sweeping consequences, and we believe that a narrow view allows for a specific and targeted approach towards issues at hand. This is not to say we do not have further acts in mind (we've developed something of an environmental soft spot) but we believe specific and comprehensive acts will suffice better and allows us to defend our positions better, as we ultimately will know where it was we were coming from in the write up.

However, Mr Chombers paused for a moment, we would love to co-author a bill with you should you so desire it, we are aware of Eireann Fae's environmental adoration, and coupled with our own adoration for yourself and Rowan, we would love to work hand in hand with you.

(The order needs to be changed, you were beliving in emission reduction before noting the impact of emissions. You imply that emission reduction has significant implications for the climate. Grammatically, reduction is a single issue, not multiple issues. "Shipping" and "air travel" are not forms of transportation. "Affirmative response attitude"? Seriously?

I've attempted to keep the phrasing simple and concise, while providing a natural progression toward our goal: to improve environmental equality by reducing vehicular emissions.)

Defines for the purpose of this act;

(i) "Automobile" as a vehicle designed for the carriage of goods or people powered either fully, or in part by an internal combustion engine or external combustion engine.

(ii) "Emissions" as the harmful gas by-products released into the atmosphere as a direct result of the burning of carbon-based fuels (such as coal, natural gas, and petroleum products) via an internal combustion engine or likewise device i.e; carbon monoxide, hydrocarbons, carbon dioxide and nitrogen oxide.

DEFINES, for the purposes of this Act, "emissions" as the gaseous waste products resulting from the combustion of carbon-based fuels such as coal, natural gas, and petroleum products.
(IMHO, defining an automobile is irrelevant to this act, especially as autos are not referred to in the following clauses. The key issue is emission reduction. Also, given that you've already referred to modes of transport other than autos, it doesn't make sense to suddenly shift the focus to a single class of vehicle. Moreover, specifiying both internal and external combustion is unnecessary. Essentially you're saying that an automobile is a vehicle.

I also think specifying "harmful" in the definition of "emissions" is unhelpful. Carbon dioxide for example, is not intrinsically harmful.)

ESTABLISHES the "International Vehicular Emissions Authority" (IVEA).

MANDATES the IVEA to set reasonable and realistic targets for vehicular emissions, as well as to set standards for reporting vehicular emissions.

REQUIRES member states to collect emissions data for vehicles currently in service and to submit this data annually to the IVEA.

REQUIRES vehicle manufacturers to provide emissions data for new vehicle models and to submit this data annually to the IVEA.

REQUIRES the IVEA to submit an annual report to the WA on overall emissions within member states as well as progress toward IVEA targets in new vehicle models.

REQUIRES vehicle manufacturers to provide consumers with emissions ratings in compliance with IVEA reporting standards so that consumers can make educated choices when selecting new vehicles.

ENCOURAGES member states to educate their citizens on methods to reduce vehicular emissions from in-service vehicles.

ENCOURAGES member states to provide incentives for the development of emission reduction technologies, as well as for the upgrading or replacement of vehicles with excessive emissions.

RECOGNIZES the right of each nation to require vehicles sold or operated within their borders to adhere to stricter standards than those set by the IVEA.

URGES member states to share effective emissions reduction techniques so that all states may achieve or surpass the IVEA targets.

@Pennswald, Many thanks, some changes made which I feel aesthetically is a lot more pleasing.

Overall, bumping this for any final feedback, let this one sit for a while and hoping now we have a much more concise and direct and hopefully neater bill on our hands. If nothing else pops up, will be moving to submit come the weekend.

OOC: It could do with some copy-editing to correct the presentation and punctuation and such. But there is nothing substantial in the text that I would change.

On this basis I will be withholding my approval but this revised proposal has my support.

I've thoroughly re-written your proposal, removing the formatting issues and making it more concise:

Reducing Automobile Emissions
Category: Environmental | Area: Automobile Manufacturing

Defining, for the purposes of this resolution:
  1. "automobile" as a vehicle designed for the carriage of goods or people, and
  2. "emissions" as gases released into the atmosphere that are established to be harmful to persons or the natural environment,
The General Assembly,

  1. Requires all member nations to take any and all economically viable measures to reduce automobile emissions;
  2. Establishes the International Automobile Emissions Commission (IAEC) with the following mandate:
    1. to create procedures for the collection and publishing of automobile emissions data by member nations and automobile manufacturers,
    2. to establish recommended automobile emissions standards based on this data,
    3. to submit an annual report to the World Assembly on automobile emissions in member nations, including projections of future automobile emissions and progress towards the implementation of IAEC standards;

I was iffy about using this at first, in part because I looked at it and thought to myself, if I use this, it no longer becomes my act, but i realized this is a little petty on my part. On re-reading, if it achieves the objective I'm happy, but I do want to tweak one or two things, overall though it is concise and direct and if the objective is served then so be it. Resultantly I issue a thanks for you taking the time to do this.

Sure... really depends on how heavy other industries are (i.e. burning coal, sometimes, is far worse than a significant number of cars on the road).

Intending to reduce the environmental impact made by WA member nations through their automotive industries and general automotive operations.


Replace with "Hereby." One word is better than this fluff sentence, since we already know your intent.

Overall, I like the idea of automobile emission standards being regulated by the WA, but I don't think mandating encroachment into nations and manufacturers ' freedom is the way to approach this. Also, in my humble opinion, your resolution simply creates a committee that does about zero. So, as it stands, opposed. This was not worth the resurrection you performed.

It's implied as with any legislation that a good faith effort to comply will be made, as a result one cannot simply presume nations will go "oh, we can't afford this" as an opt out clause. If you could think of how to address this, I'd be happy to review it.

You may not buy the NatSov argument at all, but considering that Bergnovinaia is centrist, and not NatSov, you should perhaps consider that our alarm stems from elsewhere. We believe that the WA can work to better the world, but that the WA should not police member states in every nook and cranny of society. Your proposal, while well written and, in our opinion, meritorious, unfortunately crosses this ethical line. We could see our nation implementing this as a national law, but must remain opposed to this as international law.
