What is the effect of Language Preservation?

((OOC: I apologize in advance if this is contained within the wrong forum. If it is, would a moderator move it or tell me where it is supposed to go, if all?))

Recently, a law has been passed titled "Language Preservation". In it contains " Establishes the International Language Research Centre, the main aim of which is to process and conduct research on the data gathered through language surveys". Representatives from RPing Kingdom have two questions:

1. Where/What/Who is the International Language Research Centre?

2. How/Where will the surveys be conducted?

We ask these questions out of curiousity and hopefullness that there will be a record of languages. We realize that such Centre may not ever/yet exist but we would like to learn the details of said proposal. We apologize in advance if such question has been asked and answered multipul times and no nation takes the time to answer it yet again but we thank you for reading our message.
