[PASSED] First Responder Protection Act

First Responder Protection Act
A resolution to improve worldwide human and civil rights.
Category: Human Rights | Strength: Mild | Proposed by: BushSucks-istan


''Medical personnel exclusively engaged in the collection, transport or treatment of the wounded and sick shall be respected and protected in all circumstances.''

The world needs to show more respect and appreciation towards first responders.

ACKNOWLEDGING The great work first responders do around the world.

ACKNOWLEDGING
That first responders save lives.

NOTING
That first responders are sometimes hindered and therefore unable to do their job correctly. In some cases first responders are being physically abused whilst trying to do their job.

''First responders'' hereby defines ''Ambulance personnel, firefighters, doctors, police officers, first responders, rescue personnel and civil defense units''.

''Hindering'' hereby defines ''Verbal abuse, threatening or intervening with the situation on purpose''
This applies to uninvolved people only
''Involved people'' hereby defines ''victim(s) and first responder(s)''.

''Physical abuse'' hereby defines ''any act resulting in a non-accidental physical injury''.

DECLARING:
1. First responders must not be hindered whilst doing their job.
a. Hindering first responders will be seen as an offense.

2. Higher punishments shall be introduced on assaulting first responders who are on duty (i.e. Higher than a regular assault).
a. Perpetrators will be convicted of ''assault'' and ''assault against first responders''.
b. This includes that the perpetrator has to pay any medical costs that may be charged upon the first responder(s).
c. If a victim dies or suffers severe complications whilst the first responder being assaulted, the perpetrator can be held responsible for the death of the victim or the complications the victim suffers whilst the first responder is being assaulted.

3. The introduction of the HHPF (Help for Humanitarian Personnel Foundation).
a. The HHPF will regularly research and try to improve the safety of first responders in all WA nations.
b. This includes a global campaign to stop violence against first responders.

FURTHERMORE

-Victims (in the situation) are excluded from section 1a.
-First responders cannot be sued for any medical damage done to the victim.
-Unless the damage was non-accidental and/or unnecessary in order to save the victim's life.
-All new ambulances will be fitted with a small camera, thus helping authorities find perpetrators faster.

This draft is okay, though I recommend changing the title a bit to make it more professional like the other GA resolutions.

I haven't noticed that, so apologies.

While your title is "Hands off our humanitarian personnel," it could be "Humanitarian Protection Act" or "Humanitarian Security Act" or something like that. You could ask more people for suggestions.

While your title is "Hands off our humanitarian personnel," it could be "Humanitarian Protection Act" or "Humanitarian Security Act" or something like that. You could ask more people for suggestions.

Humanitarian Protection Act sounds great. I'll use that!

I don't believe the Foundation will be necessary, since its goals would ultimately be accomplished by the same piece of legislation that created it.

Also, should the definition of humanitarian be expanded to include all first responders (Cops do more than catch bad guy's, you know). If so, I suggest borrowing language from the Missing Persons Act, as I believe it contains a definition of first responder.
Actually, while we're at it...

When I think of humanitarians, I think of foreign nationals who arrive in a nation to do good work in response to a catastrophic event. This proposal seems more geared to first responders, rescue personnel, EMT's, emergency room personnel, etc. That's quite alright, I intend to support the bill either way, I just want to clarify.

Agreed... civil defense units as a whole are the greatest example of multi trained volunteer/humanitarian aid groups

Nope, why do you ask? Also this is not nonsense, nationstates is basically a simulator, so you are supposed to analyse the effect of such an act on you nation. How is it nonsense when a Dictatorship opposes giving foreign officials power on its soil?

If your meaning a campaign to stop people like police officers,medical personnel and firefighters from being hurt how will you make that happen.We don't need resolutions like this because if a first responder is hurt in Rightport then that is considered assault which that person who did it will be charged with.

First Responders are covered under insurance incase being hurt on the job and criminals spend time in jail for their charges like assaulting a police officer so paying for medical cause.... :?

People like Police officers get into physical fights trying to restrain a person or arrest a person who is resisting arrest alot of times and that is what they are trained for.Persons who assault police officers are already charged with assault what more you want to do?

I like the proposal, but I believe we should also include something about protecting first responders from getting sued by victims. In recent events, there has been a few cases where a first responder performs CPR on a victim, and in the process breaks the victims ribs, but saves the victims life. After recovery, the victim then sues the first responder for breaking their ribs. In CPR techniques (or at least all the classes I have taken), the instructors warn that when performing CPR techniques correctly, there is potential for breaking the victims ribs, but it is a small price to pay for life.
