It was a political decision to kill the Muslims for i was at war with them and needed to make it a holy war for political reasons. My people need an enemy to get them to wake up and work in the factories. Ethnic cleansing is my way of inspiring the people to work there shifts and support my military actions. Now i have no Muslims i use the occupied reardasians as a scrape goat though 190 million are currently the countries slaves my citizens can openly beat and or lynch them. Its just how my society is brought up.

Added another clause. Would saying that he was in violation of GAR 38 be house of cards, because even if that was repealed, he would still have been in violation of that rule?
