The parliament of the Democratic Republic of Superbia would like to congratulate and commend the authoring nation(s), namely Sanctaria, for their work in constructing this resolution which will further the living conditions for the disabled sapients of nations the multiverse over. Regardless of the proposal's fate in the General Assembly, in which we hope it passes, Superbia will be adding elements of this resolution into our already extensive welfare system for disabled sapients.

The Imperial Chiefdom has approved this proposal for debate. While we will consult with our regional allies prior to casting a floor vote, should this reach quorum, we do feel that it deserves to be brought to the voters of the Assembly.

Unfortunately I still have to get 9 approvals in 3 hours which is unlikely. I didn't have time to do a proper TG campaign, only able to contact 60 or so delegates.

I'll resubmit this and mount a proper campaign if it fails to reach quorum.

Did you just start going down the complete list of delegates, or did you try specifically targeting those those region's tags include ones suggesting likely ideological support for such policies instead? I recommend the latter method. For example, for RfIB -- in addition to contacting delegates whom I had some reason to think might support this on other grounds anyhows -- I specifically targeted the delegates of regions with the 'Liberal' tag... and that seemed to be quite a successful approach.

I started with the complete list of regions, A-Z. It's worked for me before, but I only got to like page 50-something and many regions didn't have delegates. I just didn't have time to do my usual TG campaign.

So I'm gonna post the list of delegates that did approve here so as to TG them again later this week.

I'm curious, how would this legislation be construed for citizens with more pervasive disabilities, such as autism-spectrum disorders? Such traits may not directly hamper workplace productivity until faced with more complex tasks, which they may be able to do with assistance.

This legislation was drafted primarily for those whose illnesses prevent them from working at all. I did include a section in it, however, which encourages nations to put in place systems where those who have a disability but could work, such as someone with autism, to be able to do so.

I'm also aware that there may be another piece of legislation coming up which acutely deals with that issue; namely, helping those who are able to work but cannot for whatever reason.

The debate at Congress has been quite one sided - as we aren't a nation of fascist euthanisers, we already have such benefits in place and as such we support a resolution whose aim is to spread these most civilised institutions to others, so that they may be supported in their hardship as brothers. The Ministries' of Health and State are in agreement, as is our current Executive Minister Pierce-Armstrong. Your good will is respected throughout.

I know what you mean, but some people "cannot help themselves" to do a lot of bad things like binge-drinking, wife-beating, child-raping... if you know what I mean. I would hate to see this derailed because of ambiguous language.

DEFINES, for the purposes of this resolution, a disability as a long-term debilitating physical or mental illness which renders one unable to work or be in employment;


Devil is in the details, and this is where the hard work comes. What is "long-term"? What is "unable to work"? What if a nation says that a triple amputee is quite able to do physical labor at at rock quarry, thank you very much? Or even, "illness"? Many nations might very well officially see things like depression as a moral failing, and/or schizophrenia as a demonic possession.

DIRECTS nations to create a system, or systems, of welfare to assist those who are disabled, if nations have not already done so;


Too vague. What constitutes "assist[ance]"? Can a nation give to a disabled person half a bread per week and say (correctly) it is following the Resolution's mandates?

DEMANDS that those who have been rendered disabled, as defined by this resolution, be granted adequate benefit(s) from or by the aforementioned system(s) which enable them to reach a standard of living in their nation where they can achieve the means to comfortably enjoy their human rights;


What are "their human rights"? If there are not many national human rights inside any nation (if at all), besides what international law mandates them to do, then this could leave the disabled in a worse shape than before.

RECOMMENDS that nations, unless already achieved, build on their system(s) of welfare to include in its remit those who in need yet are not disabled;


I may be mistaken, but I am worried this would be a blocker to any and all future welfare mandates.

ENCOURAGES nations to put in place systems whereby those who have a disability but could work, providing the correct infrastructure and/or assistance is in place, are given the opportunity to do so.


Okay in itself, but would this not deserve an entire resolution on its own merits? Since the current WA's Realpolitik is to not "overreach"...

We should like to remind fellow Ambassadors to ensure they refrain from offensive and false stereotypes in discussion of this legislation.
